The Board of Directors of the Toronto Parking Authority:

1. Received the report (July 2, 2025) from the President, Toronto Parking Authority for information.

The General Manager, Transportation Services gave a presentation on Update on the City of Toronto's Strategic Parking Framework.

The City of Toronto has developed a Strategic Parking Framework that is intended to guide the City-wide management of parking in a manner that supports city-building objectives and fosters effective collaboration across the City's divisions and agencies. By adopting a system-wide approach, the City aims to better position itself to leverage parking policy and management as strategic tools to optimize space usage, support multiple modes of transportation, and meet the diverse needs of residents and visitors.

Development of the Strategic Parking Framework was initiated by Transportation Services in early 2023, but very much a collective effort between several City partners, including Toronto Parking Authority (TPA), that have mandates requiring innovation related to Toronto's parking systems and infrastructure. The work scope included a review of existing parking policies, best practice research from other jurisdictions, the governance of parking programs and numerous direct engagement sessions with many internal and external interest groups.

Consultation about the draft recommendations was completed in Q4 2024 and laid the foundation for the Strategic Parking Framework, which includes six (6) 'Big Moves,' twelve (12) policies and forty-four associated actions. Collectively, the 'Big Moves' promote a forward-thinking approach to parking policy, management, and decision-making, spanning both on-street and off-street parking, and encompassing public and private parking assets.

The Strategic Parking Framework was presented to City Council at its meeting of June 25 and 26, 2025, and the report was adopted with amendments. This report provides the Board with an overview of the approved Framework and how TPA will be impacted by the Big Moves, policies and associated actions. A presentation to the Board will also be provided by the General Manager, Transportation Services.

City Council on June 25 and 26, 2025, adopted Item IE22.2 as amended and, in so doing, has requested the Toronto Parking Authority board to request the President, Toronto Parking Authority, in consultation with the Director, Equity and Human Rights, to report in the first quarter of 2026 on the feasibility of extending free parking at other times of religious significance in addition to Sunday mornings.
