The Board of Directors of the Toronto Parking Authority:
1. Provided authority to the President, Toronto Parking Authority, to award the Garage Restoration project located at 75 Holly Street (Car Park 29) for 2025-CON-CP29-B10 to Complete Concrete Restoration Limited, having submitted the lowest compliant bid and meeting all specifications in conformance with the Construction Tender requirements, in the amount of $4,495,030.00 in base scope, plus $341,700.00 in selected optional items, plus $1,450,000.00 as a contingency allowance, being the sum total of $6,286,730.00 excluding Harmonized Sales Tax (HST).

Over the past three years, the Toronto Parking Authority (TPA) has been committed to restoring, refurbishing, and enhancing the condition of its facilities. Our State of Good Repair (SOGR) strategy is a structured, facility-by-facility approach designed to systematically assess, repair, restore, and refurbish each site before moving on to the next. This proactive strategy ensures long-term asset sustainability and enhances user experience. By comprehensively addressing each facility, Toronto Parking Authority ensures its assets remain safe, reliable, and aligned with evolving user expectations while also maximizing long-term value and operational efficiency.
The purpose of this paper is to seek authorization from the Board of Directors, Toronto Parking Authority (TPA), for the garage restoration project located at 29 Holly Street (Car Park 29) valued at $4.5 million in base scope, plus $341 thousand in selected optional items, plus $1.5 million as a contingency allowance, being the sum total of $6.3 million excluding Harmonized Sales Tax (HST).
Car Park 29 is a 48-year-old, 5-level open-air parking structure with approximately 449 spaces in the Yonge and Eglinton neighbourhood. The garage includes a 17-storey, 170-unit Toronto Community Housing building integrated into and above the parking structure. Car Park 29 is consistently profitable, with 2023 and 2024 gross revenues of $1.3 million and $1.3 million, respectively. As part of Toronto Parking Authority’s plan to ensure the continued safe operation of existing parking facilities, Toronto Parking Authority is planning to undertake a comprehensive garage restoration project at Car Park 29.
Toronto Parking Authority retained Engineering Link Inc. (Eng Link) in May 2024 for consulting services needed to complete major repairs based on a review of the latest Building Condition Assessment (BCA) and additional findings from their review of current site conditions. Eng Link’s scope of services included detailed design, tendering, permitting, and construction administration services.
The Request for Tender (RFT) package for Garage Restoration was issued on January 16, 2025, with eight (8) bids received upon tender close on February 6, 2025.
Based on the submission of a compliant bid, the bid price, ability to complete the work in the prescribed time and the conformance to tender requirements, Toronto Parking Authority is recommending that the contract of work for 2025-CON-CP29-B10 - Garage Restoration at 75 Holly Street (Car Park 29) be awarded to Complete Concrete Restoration Limited (CCRL). The Garage Restoration is scheduled to start in April 2025 and the construction completion is scheduled for July 2026.
