Recommendations
Councillor Jon Burnside, seconded by Councillor Rachel Chernos Lin, recommends that:
1. City Council request the General Manager, Transportation Services, in consultation with the City Solicitor and the Toronto Police Service Board, to report to the Infrastructure and Environment Committee in the first quarter of 2026 on the legislative options to give police the authority to seize e-bikes and e-scooters when they are being operated on City sidewalks.

Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM35.1 be referred to the Infrastructure and Environment Committee. A two-thirds vote of the Council Members present is required to waive referral.

and adopt instead the following:
1. City Council request the General Manager, Transportation Services, in consultation with the City Solicitor and the Toronto Police Service, to report to the Infrastructure and Environment Committee in the second quarter of 2026 on enforcement options for the prohibition of riders using e-bikes and e-scooters when they are being operated on City sidewalks, alongside recommendations from the Micromobility Safety Working Group to improve public awareness of city rules for motorized micromobility devices.
