City Council Decision

City Council on November 12 and 13, 2025, adopted the following recommendations in the report (November 12, 2025) from the General Manager, Toronto Water:

 

1. City Council authorize the General Manager, Toronto Water, in consultation with the Director, Waterfront Secretariat, to negotiate and enter into an agreement with PortsToronto with respect to the rehabilitation of the City's Cross Harbour Tunnel infrastructure, on the following terms and conditions:
 

a. PortsToronto will contribute 45 percent of the total costs of the rehabilitation, and
 

b. such other terms and conditions that are satisfactory to the General Manager, Toronto Water, and in a form satisfactory to the City Solicitor.

That Deputy Mayor Ausma Malik be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:

  

Accelerating Rehabilitation of the Cross Harbour Tunnel

 

Reason for Urgency:

 

This motion is urgent as a decision is needed to allow the parties to order and secure required materials and take advantage of opportunities to coordinate with PortsToronto including the winter shut down period of the Cross Harbour Tunnel.
