City Council Decision
City Council on November 12 and 13, 2025, adopted the following:
1. City Council amend City of Toronto Municipal Code Chapter 950, Traffic and Parking, by deleting § 950-400 D (10)(a) and adding a new §950-400D(10)(a) that reads:
“(a) valid registered number plates issued by the Province of Ontario in accordance with the provisions of the Highway Traffic Act and evidence of the current validation, in the prescribed manner; or”
2. City Council amend City of Toronto Municipal Code Chapter 610, Penalties, Administration of, by deleting “§950-400D(10)(a) - Park - Vehicle Without Valid Ontario Number Plate Properly Displayed - $50.00” in Schedule A, Table 10, and adding “§950-400D(10)(a) - Park - Vehicle Without Valid Registered Ontario Number Plate Properly Displayed - $50.00” in its place.

That Councillor Anthony Perruzza be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:
Allowing Staff to Tow Unlicensed Vehicles on City Streets
Reason for Urgency:
This Matter is urgent because there are several urgent and high-risk locations across wards six and seven where numerous unlicensed vehicles are parked on the street. Following meetings with Parking Enforcement officers and communications with constituents, we believe these areas pose an imminent safety risk and that immediate action is required to prevent potential accidents.
That:
1. City Council delete Recommendation 1.
Recommendation to be deleted:
1. City Council request the General Manager, Transportation Services in consultation with the Toronto Police Service and the Toronto Parking Authority to report to the Infrastructure and Environment Committee in the first quarter of 2026 on any by-law and legislative changes needed to allow for unlicensed vehicles to be towed without warning by enforcement officers.
and adopt instead the following:
1. City Council amend City of Toronto Municipal Code Chapter 950, Traffic and Parking, by deleting § 950-400 D (10)(a) and adding a new §950-400D(10)(a) that reads:
