Item - 2025.IE25.6

That City Council adopt the following recommendations in the supplementary report (November 10, 2025) from the Acting General Manager, Transportation Services [IE25.6a]:

1. City Council authorize the implementation of traffic amendments and turn prohibitions at the following locations:

a. Dufferin Street and Livingstone Avenue, amend the existing Southbound left-turn prohibition in effect 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Mon. to Fri., except public holidays, to be in effect from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

b. Bathurst Street and Wembley Road, amend the existing Northbound left-turn prohibition in effect 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Mon. to Fri., except public holidays, to be in effect from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

c. Bathurst Street and Wembley Road, amend the existing Southbound right prohibition in effect 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Mon. to Fri. (bicycles excepted), to be in effect from 7:00 a.m. to 7:00 p.m., Mon. to Fri., (bicycles excepted);

d. Old Forest Hill Road and Eglinton Avenue, amend the existing northbound left-turn prohibition in effect 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Mon. to Fri., except public holidays (bicycles excepted), to be in to be in effect from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

e. Old Forest Hill Road and Eglinton Avenue, amend the existing northbound through movements prohibition in effect 7:00 a.m. to 9:00 a.m. and from 4:00 p.m. and 6:00 p.m., Mon. to Fri., except public holidays (bicycles excepted), At Eglinton Avenue West from the southerly leg of Old Forest Hill Road to the northerly leg of Old Forest Hill Road, to be in to be in effect from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

f. Eglinton Avenue at Old Forest Hill Road, prohibit westbound right-turns from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

g. Chiltern Hill Road and Dewbourne Avenue, prohibit northbound left-turns at all times (bicycles excepted);

h. Chiltern Hill Road and Dewbourne Avenue, prohibit southbound right-turns at all times (bicycles excepted);

i. Chiltern Hill Road and Dewbourne Avenue, prohibit westbound through movements at all times, at Chiltern Hill Road from the easterly leg of Dewbourne Avenue to the westerly leg of Dewbourne Avenue (bicycles excepted);

j. Dewbourne Avenue and Richview Avenue, prohibit northbound left-turns at all times (bicycles excepted);

k. Dewbourne Avenue and Richview Avenue, prohibit westbound through movements at all times, at Richview Avenue, from the easterly leg of Dewbourne Avenue to the westerly leg of Dewbourne Avenue (bicycles excepted);

l. Spadina Road and Old Forest Hill Road, prohibit northbound left-turns from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

m. Spadina Road and Old Forest Hill Road, prohibit westbound through movements from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted) at Spadina Road, from the easterly leg of Old Forest Hill Road to the westerly leg of Old Forest Hill Road;

n. Strathearn Road and Bathurst Street, prohibit northbound left-turns from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted);

o. Bathurst Street and Burton Road prohibit westbound through movements from 7:00 a.m. to 7:00 p.m., Mon. to Fri., except public holidays (bicycles excepted) at Bathurst Street, from the easterly leg of Burton Road to the westerly leg of Strathearn Road;

p. Camberwell Road and Eglinton Avenue West, prohibit northbound left-turns from 4:00 p.m. to 6:00 p.m., Mon. to Fri., except public holidays (bicycles excepted); and

q. Chiltern Hill Road and Eglinton Avenue West, prohibit northbound left-turns from 4:00 p.m. to 6:00 p.m., Mon. to Fri., except public holidays (bicycles excepted).

2. City Council amend the traffic and parking regulations required in Toronto Municipal Code Chapters 925 and 950 to ensure by-law accuracy, as generally described in Attachment 2 to the report (November 10, 2025) from the Acting General Manager, Transportation Services.

That Infrastructure and Environment Committee recommend that:

1. City Council request the General Manager of Transportation Services to report to the Infrastructure and Environment Committee with a further status update in the first quarter of 2026 on the progress to date to conduct a study of redesign options for the intersection of Eglinton Avenue West and the Allen Road Expressway.
