That:

 

1. City Council amend the Official Plan for the lands municipally known as 3418 Lake Shore Boulevard West and 0 Skeens Lane substantially in accordance with the draft Official Plan Amendment included as Attachment 6 to the report (October 21, 2025) from the Director of Community Planning, Etobicoke York District.

 

2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 3418 Lake Shore Boulevard West and 0 Skeens Lane substantially in accordance with the draft Zoning By-law Amendment included as Attachment 1 to this motion.

 

3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

 

4. City Council determine that the amendment made to the proposed zoning by-law are minor in nature, and, pursuant to subsection 34(17) of the Planning Act, no further public notice is required in respect of the proposed zoning by-law.

Summary

This report recommends approval of an application to amend the Official Plan and Zoning By-law to permit a 12-storey (41-metre, including mechanical penthouse and enclosed amenity area above the eleventh storey) mixed-use building with 79 dwelling units, and a minimum non-residential gross floor area of 95 square metres at 3418 Lake Shore Boulevard West, and associated surface level parking at 0 Skeens Lane. 

 

The Official Plan Amendment application is required to remove the lands from Site and Area Specific Policy 21 which limits height and density of development on the site.
