City Council Decision
City Council on December 16 and 17, 2025, adopted the following:
1. City Council request the Executive Director, Housing Secretariat and the General Manager, Toronto Shelter and Support Services, in the case that a public interest claim challenging Bill 60 is launched, to provide evidence in support of that claim if requested by the Applicants and as determined appropriate by the City Solicitor.
2. City Council authorize the City Solicitor to seek intervenor status in any public-interest litigation regarding Bill 60 and, if intervenor status is granted, advocate on behalf of the City’s interests related to housing security, homelessness prevention, and other matters before the Court that in the opinion of the City Solicitor, in consultation with the Executive Director, Housing Secretariat and the General Manager, Toronto Shelter and Support Services, are of interest to the City of Toronto.
3. City Council direct that Confidential Attachment 1 to the report (December 8, 2025) from the City Solicitor remain confidential in its entirety, as it contains advice that is subject to solicitor-client privilege.
Confidential Attachment 1 to the report (December 9, 2025) from the City Solicitor remains confidential in its entirety in accordance with the provisions of the City of Toronto Act, 2006, as it contains advice that is subject to solicitor-client privilege.
