That City Council adopt the following recommendations in the revised supplementary report (March 25, 2025) from the City Manager and the Chief People Officer [CC28.6a]:

1. City Council approve an increase to Ward Councillors’ base salary to $170,588.60 (inclusive of 2025 actual Consumer Price Index adjustment), effective January 1, 2025.

2. City Council amend Municipal Code Chapter 223, Remuneration for Council Members, to require the Chief People Officer to review Council Members’ remuneration and report directly to City Council at the beginning of each Council term, with data to support a continued application of a 75th percentile benchmark for salary.

3. City Council amend Municipal Code Chapter 223, Remuneration for Council Members, to permit a First Deputy Mayor to be compensated at the rate of the Mayor in situations where the Office of the Mayor becomes vacant in accordance with section 204 of the City of Toronto Act, 2006, for a period of 30 days or more, until such time as a Mayor is elected.

4. City Council approve an in-year 2025 Operating Budget transfer of $0.957 million gross and net from the City’s Corporate Non-Program Expenditure Budget to the City Council Budget for the increase to Ward Councillors’ salary.

1. That City Council adopt the following recommendations in the revised supplementary report (March 25, 2025) from the City Manager and the Chief People Officer [CC28.6a], with an amendment to:

a. Recommendation 1 by deleting the words "170,588.60 (inclusive of 2025 actual CPI adjustment), effective January 1, 2025" and replacing them with the words "$165,933.43 effective January 1, 2025, foregoing the Toronto Municipal Code Chapter 223 directed CPI adjustment in 2025"; and  

b. Recommendation 4 by deleting the words "$0.957 million" and replacing them with the words "0.823 million";

so that the recommendations read as follows:

1. City Council approve an increase to Ward Councillors’ base salary to $170,588.60 (inclusive of 2025 actual Consumer Price Index adjustment) $165,933.43 effective January 1, 2025, foregoing the Toronto Municipal Code Chapter 223 directed CPI adjustment in 2025.

2. City Council amend Municipal Code Chapter 223, Remuneration for Council Members, to require the Chief People Officer to review Council Members’ remuneration and report directly to City Council at the beginning of each Council term, with data to support a continued application of a 75th percentile benchmark for salary.

3.
