TE16.56 - Liberty Village Traffic Action Plan Update

City Council Decision

City Council on October 9 and 10, 2024, adopted the following:

 

1. City Council direct that any current and future development applications within Liberty Village comply with the Liberty Village Traffic Action Plan, Liberty Village Public Realm Strategy, any current or future neighbourhood-related plans for FIFA World Cup 2026, and the current directions of the Liberty Village Regeneration Study.


2. City Council request the General Manager, Transportation Services to share this item with the Toronto Film Office and Toronto Water for their knowledge and consideration when managing requests and service disruptions.


3. City Council request Metrolinx to prioritize traffic impact mitigation when planning haul routes for the construction of Exhibition Station and invest in alternative strategies that minimize the use of highly congested Liberty Street, East Liberty Street and the intersection of Strachan Avenue and East Liberty Street and Ordnance Street.


4. City Council request Metrolinx to prioritize the addition of all-day 15 minute service to and from Exhibition GO station with a goal of having service before the FIFA World Cup 2026.


5. City Council request the General Manager, Transportation Services and the Executive Director, Transit Expansion to expedite design coordination and development of delivery agreements with Metrolinx to ensure that Liberty New Street, between Dufferin Street and Strachan Avenue, is constructed and opened concurrently with the Ontario Line Exhibition Station, and provide a status update to Toronto and East York Community Council as a part of the next Ontario Line Update report.


6. City Council request the General Manager, Transportation Services to implement either Traffic Agents and/or Traffic Control Personnel at the intersection of Strachan Avenue and East Liberty Street as well as the intersection of Dufferin Street and Liberty Street intersection as soon as possible from Monday to Friday between at 7:00 a.m. – 10:00 a.m. and 3:00 p.m. – 6:00 p.m. for a period of at least one month at which time Transportation Services shall conduct an assessment to determine the need for traffic management support beyond the initial month.


7. City Council request the General Manager, Transportation Services to ensure Liberty Village traffic management is a standing item on the agenda of the Exhibition Place Precinct Event Management Zone working group agenda.


8. City Council request the General Manager, Transportation Services to arrange biannual meetings between Transportation Services staff and community stakeholder groups, including the Liberty Village Business Improvement Area and the Liberty Village Residents’ Association, to share updates and solicit ongoing feedback on the iteration and implementation of action items, with the next meeting to take place in or before March 2025.


9. City Council request the General Manager, Transportation Services, to report to the Toronto and East York Community Council in the first quarter of 2025 and at a community engagement session on data collection and monitoring plan progress for measuring impacts of traffic mitigation measures in Liberty Village.

(September 23, 2024) Report from the Director, Traffic Management and Director, Planning, Design and Management, Transportation Services

Summary

On July 24, 2024, City Council directed staff in Transportation Services, in consultation with staff in Transit Expansion, Engineering and Construction Services, the Toronto Transit Commission and Exhibition Place, to develop and implement a Liberty Village Traffic Action Plan to address traffic congestion, parking, road safety, and related construction work zone traffic management and event traffic management issues in the neighbourhood, and to report back to the September 25, 2024 meeting of the Toronto and East York Community Council with a status update.

 

This report was prepared following consultation with all City divisions, agencies, boards and commissions involved in the work described, and was informed by community feedback survey conducted by the team in the Ward 10 Office as well as a meeting with representatives of the Liberty Village Residents’ Association, the Liberty Village Business Improvement Area, and Ward 10 Office at which the community survey feedback was discussed.

 

Liberty Village has been designated as part of both a Construction Hub and a Special Event Zone. These programs provide for dedicated staff to be assigned to better coordinate construction activities and special events in the area.
