Item - 2024.TE14.38

That City Council adopt the following recommendations 2 to 8 in the supplementary report (June 19, 2024) from the Director, Planning, Design and Management, Transportation Services [TE14.38a], amended to read as follows:

2. City Council prohibit northbound and southbound U-turn movements at all times on Avenue Road, between Dupont Street Roxborough Street West and Macpherson Avenue. 

3. City Council designate the westerly southbound lane on Avenue Road, between Dupont Street and a point 50 metres north for southbound right-turns only, buses and bicycles excepted. 

4. City Council authorize the installation of an intersection pedestrian signal at a mid-block location near 215 Avenue Road, between Pears Avenue and Roxborough Street West. 

5. City Council authorize the installation of road safety improvements on Avenue Road between Davenport Road and Dupont Street, as generally outlined in Attachment 3. 

6. City Council delegate, despite any City of Toronto By-law to the contrary, to the General Manager, Transportation Services, until November 1, 2027 , for the purposes of implementing and then addressing operational and safety issues that may arise in relation to the projects identified in Recommendation 3-5, the authority to implement changes and submit directly to Council any necessary bills for by-law amendments to the schedules to City of Toronto Code Chapters on the streets and within the parameters as identified in Attachment 4 to the report (May 24, 2024) from the Director, Planning, Design & Management, Transportation Services, such the by-laws submitted be made permanent on November 1, 2027.   

7. City Council authorize and direct the appropriate City officials to take the necessary action to give effect to the Council's decision, including the introduction in Council of any and all bills that may be required.

8. City Council enact the parking by-law amendments to convert any on-street paid parking locations on Avenue Road, between the CN Rail Line and Davenport Road, to Mobile Only Zones, generally as set out in Attachments 5 and 6.

That:

1. City Council request the Director, Planning, Design and Management, Transportation Services, to monitor and mitigate traffic infiltration through nearby residential streets by conducting traffic counts and observations, identifying and recommending actions to mitigate neighbourhood traffic infiltration, where appropriate, and publishing data and updates on the project webpage.

That the Toronto and East York Community Council:

1. Delete Recommendation 1:

Recommendation to be deleted

1. City Council endorse the installation of a median between the northbound left-turn lane, and northbound centre through lane on Avenue Road between Dupont Street and a point 46 metres south, generally as shown on Attachment 2, Drawing ATP24-AR-MD-001 dated May 2024.

and adopt instead the following new Recommendation:

1. City Council request the General Manager, Transportation Services, in 2025 and/or as part of the design of a future proposed bikeway on Dupont Street, to evaluate and consult on the possible installation of a safety median between the northbound left-turn lane, and northbound centre-through lane on Avenue Road between Dupont Street and a point 46 metres south, generally as shown on Attachment 2, Drawing ATP24-AR-MD-001 dated May 2024. 

2.  Amend Recommendation 4 by adding the words "coordinated with other safety improvements to extent practicable" after the word "West" so that it now reads:

4. City Council authorize the installation of an intersection pedestrian signal at a mid-block location near 215 Avenue Road, between Pears Avenue and Roxborough Street West, coordinated with other safety improvements to extent practicable.

That the Toronto and East York Community Council adopt the following new Recommendations:

Mobile-only zones

1.  City Council enact the parking by-law amendments to convert any on-street paid parking locations on Avenue Road, between the CN Rail Line and Davenport Road, to Mobile Only Zones, generally as set out in Attachments 1 and 2 to this motion.

Buffer space

2.  City Council request the General Manager, Transportation Services to install a safety buffer of approximately 0.5 metres, where feasible, between the curb and any on-street parking spaces on Avenue Road, between Dupont Street and Davenport Road.

ROW obstructions

3.  City Council request the General Manager, Transportation Services, to take appropriate opportunities to remove or relocate sign poles and street furniture in order to maximize unobstructed sidewalk space on Avenue Road, between Dupont Street and Davenport Road.

Parking, loading and street-level pedestrian space

4.  City Council request the General Manager, Transportation Services to prepare and implement a detailed design to reallocate the curb lane on Avenue Road, between Davenport Road and Roxborough Street West, to maximize pedestrian safety, (especially where sidewalks are dangerously narrow/ obstructed) while providing sufficient loading and parking space for the reasonable needs of abutting businesses and institutions, in consultation with the Ward Councillor, with consideration for input from the Avenue Road Safety Coalition as proposed in the design prepared by the Planning Partnership. 

Roxborough through traffic

5.  City Council request the General Manager, Transportation Services to evaluate options to reduce through traffic on Roxborough Street West, collisions at the intersections of Avenue Road and Dupont Street, and Avenue Road and Roxborough Street West, as well as congestion on Yonge Street, by adjusting the intersection of Roxborough Road and Yonge Street, including a possible left-turn rush-hour restriction for northbound traffic, and an advanced green to facilitate northbound turning traffic when such turns are permitted.

Commercial Dog walking

6.  City Council request the General Manager, Parks, Forestry and Recreation to develop criteria to determine sites acceptable for Commercial Dog Walkers and to propose a list of acceptable sites across the City, as part of the city-wide Dogs Off-Leash report due to City Council in the fall of 2024, and in the interim, to reduce parking demand and neighbourhood disturbance by posting the Ramsden Park Dog Off-Leash area as closed to Commercial Dog Walkers.

Raised crosswalk

7.  City Council request the General Manager, Transportation Services to install a raised crosswalk on the east leg of the Roxborough Street West and Avenue Road intersection to improve the safety of north and south pedestrian crossing movements across Roxborough Street West.

Dupont to CN Rail

8.  City Council request the General Manager, Transportation Services to convert the curb lanes between Dupont Street and the CN Rail line to street-level pedestrian space and/or full time on-street parking spaces, subject to prior City Council approval of motor vehicle lane reduction on Avenue Road immediately north of the CN Rail line.

Progress reports

9. City Council request the General Manager, Transportation Services to provide the Ward Councillor and the Avenue Road Safety project update list with monthly updates until these improvements have been completed, and a follow-up one year later.

That the Item be referred back to the Director, Planning, Design and Management, Transportation Services for further consideration and direct the Director, Planning, Design and Management, Transportation Services to report back to the Toronto and East York Community Council by the fourth quarter of 2024, such report to include options for sidewalk widening.

That Councillor Matlow be permitted to withdraw his motion 2.

That the item be forwarded to City Council without recommendation.
