City Council Decision

City Council on March 20 and 21, 2024, adopted the following:

 

1. City Council grant permission to the Canadian Polish Congress, 15415080 Canada Foundation, City Cultural Events Production, City of Toronto, Rugby Ontario, Magellan Community Foundation, Moksha Canada Foundation, Taste of the Middle East, Festival Management Committee, Toronto Outdoor Art Fair, Artsxplosion Cultural Society, Better Futures for Kids Foundation, Young Canadian Alliances, Philippines Independence Day Council, Second Harvest Canada and Canadian Association of Chinese Performing Arts (CACPA), to operate a beer and wine Vintners Quality Alliance (VQA) garden and to serve alcohol contingent upon the following conditions:

 

a. approval of the Alcohol and Gaming Commission of Ontario;

 

b. approval of the Medical Officer of Health;

 

c. compliance with the City of Toronto’s Municipal Alcohol Policy;

 

d. receipt of all the necessary permits associated with the production of the event, i.e. building permits, noise by-law extension permit.

 

2. City Council grant permission to the Falun Dafa Association of Canada, 15415080 Canada Foundation, Toronto Newcomer Office City of Toronto, Sing! The Toronto International Vocal Arts, Rugby Ontario, Autism Speaks Canada, Somali Centre for Culture and Recreation, Seniors Services and Long-Term Care City of Toronto, Magellan Community Foundation, Islamic Society of North America Canada, Toronto Outdoor Art Fair, Artsxplosion Cultural Society, Better Futures for Kids Foundation, Casa Cultural Peruana Inc., Latin-American Alliances for Culture and Arts, Young Canadian Alliances, Hiroshima and Nagasaki Day Coalition, Rockin for the Cure, Nepalese Canadian Community, Philippines Independence Day Council, Second Harvest Canada and Canadian Association of Chinese Performing Arts to solicit donations in support of their organizations.

 

3. City Council grant permission to the 15415080 Canada Foundation, Toronto Newcomer Office City of Toronto, City Cultural Events Production City of Toronto, Rugby Ontario, Autism Speaks Canada, Somali Center for Culture and Recreation, Seniors Services and Long-Term Care City of Toronto, Magellan Community Foundation, Moksha Canada Foundation, Artsxplosion Cultural Society, Better Futures for Kids Foundation, Casa Cultural Peruana Inc., Latin-American Alliance for Culture and Arts, Rockin for the Cure, Nepalese Canadian Community, Panorama India, Philippines Independence Day Council, Second Harvest Canada and Canadian Association of Chinese Performing Arts to engage in sports demonstrations. 

 

4. City Council grant permission to the 15415080 Canada Foundation, Toronto Newcomer Office City of Toronto, City Cultural Events Production City of Toronto, Rugby Ontario, Smart Commute City of Toronto, Somali Center for Culture and Recreation, Magellan Community Foundation, Islamic Society of North America Canada, Strategic Protocol and External Relations City of Toronto, Artsxplosion Cultural Society, Taste of the Middle East, Latin-American Alliance for Culture and Arts, Festival Management Committee, Toronto Outdoor Arts Fair, Better Futures for Kids Foundation, Casa Cultural Peruana Inc., Young Canadian Alliances, Rockin for the Cure, Metro Marine Modelers, Toronto Concert Orchestra, Second Harvest Canada and Canadian Association of Chinese Performing Arts, for sound amplification outside of Nathan Phillips Square amplification schedule policy.

 

5. City Council grant permission to the City Cultural Events Production City of Toronto, Magellan Community Foundation, Strategic Protocol and External Relations City of Toronto, Moksha Canada Foundation, Taste of the Middle East, Better Futures for Kids Foundation, Young Canadian Alliances, Rockin for the Cure, Panorama India, Philippines Independence Day Council, Canadian Association of Chinese Performing Arts to use open flame as part of their event production.

 

6. City Council grant permission to City Cultural Events Production City of Toronto, and Better Futures for Kids Foundation, to use special effects pyrotechnics as part of their event production.

 

7. City Council grant permission to The Baycrest Foundation, City Cultural Events Production City of Toronto, Taste of the Middle East, Toronto Outdoor Arts Fair, Artsxplosion Cultural Society, Better Futures for Kids Foundation, Latin-American Alliance for Culture and Arts, Young Canadian Alliances, Hiroshima and Nagasaki Day Coalition, Rockin for the Cure, Philippines Independence Day Council, Metro Marine Modelers, Panorama India, and Canadian Association of Chinese Performing Arts to place objects in the reflecting pool.

 

8. City Council grant permission to Sing! The Toronto International Vocal Arts, Festival Management Committee, and Toronto Concert Orchestra to sell tickets. 

 

9. City Council require that the various events compensate the City of Toronto, through the Corporate Real Estate Management Division, for all the City of Toronto costs associated with an event above the standard staffing complement.

 

10. City Council direct the General Manager, Economic Development and Culture, in consultation with the Executive Director, Municipal Licensing and Standards, the local Councillor, as well as affected C street Councillors, to study the impacts of amplified sound on Nathan Phillips Square on the office environment of City Hall during work day, by studying sound levels when restricted to 85, 75, and 65 decibels.
