City Council Decision
City Council on March 20 and 21, 2024, adopted the following:
1. City Council authorize amendments to parking regulations required to establish new on-street paid parking at various locations, as set out in Attachments 1 and 2 to the report (February 2, 2024) from the Director, Traffic Management, Transportation Services.

Motions (City Council)
That in accordance with the provisions of Chapter 27, Council Procedures, City Council reconsider Item TE11.24 headed "Pay-and-Display Parking - Various Streets (Non-Delegated)".
That:
1. City Council request the Toronto Parking Authority to minimize the number of on-street Pay-and-Display stations to be installed associated with the replacement of previously unpaid on-street parking spaces being converted to on-street paid parking spaces, in locations where it is anticipated that changes, or modifications to, on-street paid parking spaces is anticipated to accommodate short to medium term City transportation initiatives, such as improvements to cycling infrastructure or surface transit operations.
2. City Council request that, as part of future reports on Pay-and-Display Parking to convert unpaid on-street parking to paid parking, the General Manager, Transportation Services include a summary of any anticipated impacts to other short to medium term City transportation initiatives, including Cycling Network Plan improvements and RapidTO: Surface Transit Network Plan improvements.

Community Council Recommendations
The Toronto and East York Community Council recommends that:
1. City Council authorize amendments to parking regulations required to establish new on-street paid parking at various locations, as set out in Attachments 1 and 2 to the report (February 2, 2024) Report from the Director, Traffic Management, Transportation Services.
Origin
Summary
As the Toronto Transit Commission (TTC) operates a transit service on the subject streets, City Council approval of this report is required.
Toronto Parking Authority (TPA) has worked with Transportation Services to identify new pay-and-display parking spaces in Wards 4, 9, 12 and 19 that will support the local community and area businesses by encouraging a regular turnover in the on-street parking supply.
Through this review, Transportation Services is requesting approval for the installation of on-street paid parking at various locations in the four noted Wards. The proposed parking changes will replace the existing unpaid one, two and three-hour parking that is currently in effect. The proposed changes will not impact the flow of traffic and will encourage parking turnover.
While this report seeks City approval for the installation of on-street paid parking in various Wards, this is an ongoing initiative, and Transportation Services and TPA will continue to review and report on potential new on-street paid parking opportunities throughout the City of Toronto.
