The Toronto and East York Community Council:

1.  Authorized the reduction in the speed limit of all roads designated as Collector roads that currently have a speed limit above 40 kilometres per hour down to 30 kilometres per hour within the confines of Ward 4 (Parkdale‐High Park), excluding any Collector roads that bound more than the Toronto and East York Community Council area, and excluding Collector roads that bound Wards 9 (Davenport), 10 (Spadina‐Fort York).

2. Amended City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the letter (January 19, 2024) from Councillor Gord Perks.

In 2015, a motion to reduce the speed limit of all local (residential) roads in the Toronto and East York Community Council area from 40 km/h to 30 km/h was passed. In 2021, through the direction of Vision Zero, this was expanded city wide. However, certain streets were excluded because they were classified as a collector road.

Transportation staff were asked to review the collector roads in the ward. Transportation staff have completed their review of the outstanding collector roads in Ward 4 that are still 40 km/h. Reducing the speed limit from 40 km/h to 30 km/h will improve safety and provide consistency with the surrounding residential street that are 30 km/h.

Vision Zero 2.0 states that higher vehicle speeds contribute to higher risk of serious injuries and fatalities by reducing driver reaction time, increasing the vehicle stopping distance, and inflicting more severe blunt force trauma on victims upon impact. Speed reduction aims to mitigating risks associated with high speeds.
