The Scarborough Community Council:

1. Authorized the installation of traffic calming (speed humps) on McCowan Road, between Eglinton Avenue East and a point 185 metres north of Fred Bland Crescent.

2. Directed the City Solicitor to prepare a by-law to alter the roadway for the installation of nine speed humps on McCowan Road, between Eglinton Avenue East and a point 185 metres north of Fred Bland Crescent, generally as shown on the attached Drawing Nos. TC-382 and TC-383 to the letter (October 29, 2024) from Councillor Michael Thompson.

3. Subject to approval of recommendations 1 and 2 above, reduced the speed limit from 40 km/h to 30 km/h on McCowan Road, between Eglinton Avenue East and a point 185 metres north of Fred Bland Crescent, in conjunction with the installation of speed humps.

The issue at John McCrea Public School involves pedestrian safety with regards to vehicles travelling on McCowan Road and Torrance Road, particularly during school pick-up and drop-off hours. This situation poses a risk to the students, families, and residents who frequently walk or cross these streets. In September, I met with members of the school’s parent-teacher council and local community representatives, who voiced serious concerns about the safety of children navigating these busy roads. They emphasized the frequent speeding and lack of adequate traffic calming as a threat to pedestrian safety, especially in a school zone.

The installation of speed humps is a proven measure that can effectively deter speeding, ensuring a safer, slower pace of traffic in these residential streets.
