Motions (City Council)

a - Review Order Paper

May 22, 2024 at 2:35 p.m. - Speaker Nunziata advised Council of the following:

Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

The City Clerk has posted today's Order Paper online, with agenda item RM18.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.

We have 3 deferred items before us today: TE9.14, PH8.5, and PH11.7.

The Mayor has designated Item EX14.6 on "City of Toronto’s 2024 Corporate Asset Management Plan" as her First Key Matter and first item of business today.

The Mayor has designated Item PH12.3 on “Expanding Housing Options in Neighbourhoods: Major Streets Study - Final Report” as her Second Key Matter and first item after Member Motions tomorrow.

The Notice of Motion run through is scheduled for 2 p.m. tomorrow, only if the Mayor’s First Key Matter is completed.

Members, with the Mayor's consent, I would propose the following related matters be considered together:

That Item PH12.7 on “City Comments on Proposed Bill 185 - Cutting Red Tape to Build More Homes Act, 2024, Provincial Planning Statement 2024, and New Minister Zoning Order framework” be considered with the Mayor's First Key Matter, EX14.6, as the proposed changes to the Development Charges Act in Bill 185 reverse some, but not all, of the previously introduced changes to the Act that impact the City's ability to collect development charges to fund growth-related services.

Members, there are some further related matters on the agenda that I propose be considered together if they are held:

Items EC12.2 and PH12.1 on the Downsview Community Development and Secondary Plans.

Motion to Amend Item moved by Councillor Jennifer McKelvie (Carried)

That City Council consider Item IE13.1, headed "A Micromobility Strategy for Toronto" at 9:30 a.m. on the second day of Council, May 23, 2024.

Motion to Amend Item moved by James Pasternak (Carried)

That City Council consider Item EC12.2, headed "Downsview Community Development Plan" and Item PH12.1, headed "Update Downsview: Secondary Plan, Zoning By-law, Urban Design Guidelines and Master Environmental Servicing Plan - Final Report" together, as the first items following the Mayor's First Key Matter.

Motion to Amend Item moved by Mayor Olivia Chow (Carried)

May 22, 2024 at 3:03 p.m. - That City Council extend the meeting on May 22, 2024, until 8:00 p.m.

Motion to Adopt Order Paper as Amended (Carried)

May 22, 2024 at 3:03 p.m. - That City Council adopt the May 22, 2024 Order Paper, as amended, and all other Items not held on consent.

b - Review Order Paper

May 23, 2024 at 9:45 a.m. - Speaker Nunziata advised Council of the following:

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two thirds vote.

The City Clerk has posted today's Order Paper online, with agenda item RM18.7, Review of the Order Paper.

There are 61 Items left on the agenda, including 33 Member Motions.

Council has timed Item IE13.1 - A Micromobility Strategy for Toronto as the first item of business this morning.

The Mayor has timed her Second Key Matter, Item PH12.3 headed “Expanding Housing Options in Neighbourhoods: Major Streets Study - Final Report" as the first item of business after Member Motions.
