a - Review Order Paper

April 17, 2024 at 10:04 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM17.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.

 

We have 4 deferred items before us today:

 

IE11.2, TE9.14, TE11.2, and DM17.1 (which was Item CC16.27 from the March meeting).

 

The Mayor has designated Item EX13,1 on “An Overview of Student Nutrition Program” as her first Key Matter and first item of business today. 

 

The Mayor has designated Item CC17.1 on "Immediate Actions to Address the 2023 Taxation Year of the Vacant Home Tax" as her second Key Matter and first item of business tomorrow. 

 

The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.


1 - Motion to Remove from Committee moved by Councillor Lily Cheng (Carried)

That, in accordance with Section 27-7.10 of Municipal Code Chapter 27, Council Procedures, City Council remove the following items from the Civic Appointments Committee and bring the Items forward to City Council for consideration:

 

CA15.1 headed, “Appointment of a Public Member to the Greater Toronto Airports Authority (GTAA) Consultative Committee”;

 

CA15.2 headed, "Appointment of a Public Member to the Toronto Transit Commission Board"; and

 

CA15.3 headed, "Appointment of Public Member to the Toronto Public Library Board".


2 - Motion to Amend Item moved by Councillor Jennifer McKelvie (Carried)

That City Council consider the following items on the first day of Council, April 17, 2024, as the first items after the lunch recess:

 

IE12.1 headed, "Post-Transition of the Blue Box Program to Extended Producer Responsibility and Results of District 2 Service Delivery Options Review";

 

IE12.3 headed, "Toronto's Climate Change Readiness: Updates on commitments and a refreshed mandate for coordinating resilience activities"; and


IE12.5 headed, "Under Gardiner Public Realm Plan".


3 - Motion to Amend Item moved by Councillor Paula Fletcher (Carried)

That City Council consider Item EC11.4 headed "Alcohol in Parks Pilot: Evaluation Findings" on the first day of Council, April 17, 2024, after consideration of Item PH11.8.


4 - Motion to Amend Item moved by Councillor Gord Perks (Carried)

That City Council consider item PH11.8, headed "RentSafeTO Program Update Report", on the first day of Council, April 17, 2024, following the consideration of the Infrastructure and Environment Committee items.


Motion to Adopt Order Paper as Amended (Carried)

April 17, 2024 at 10:46 a.m. - That City Council adopt the April 17, 2024 Order Paper, as amended, and all other Items not held on consent.


b - Review Order Paper

Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM17.7, Review of the Order Paper.

 

There are 37 Items left on the agenda, including 16 Member Motions. The Mayor has timed her Second Key Matter, Item CC17.1 headed “Immediate Actions to Address the 2023 Taxation Year of the Vacant Home Tax" as the first item of business this morning.
