a - Review Order Paper

March 20, 2024 at 10:24 a.m. - Speaker Nunziata advised Council of the following:

  

Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM16.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.

 

We have 4 deferred items before us today: PH8.5; PH9.12; TE9.14; and TE9.30.

 

The Mayor has designated Item EX12.2 on "Update on Hosting FIFA World Cup 2026" as her first Key Matter and first item of business today. The Mayor has designated Item EX12.4 on "Long-Term Financial Plan Update: Leveraging City-Wide Real Estate Opportunities for Affordable Housing, Complete Communities and Financial Sustainability” as her second Key Matter and first item of business tomorrow. 

 

 

The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.

 

There are two Member Motions on our agenda today—MM16.7 and MM16.29—that relate to the same subject matter. 

 

I propose that Member Motions MM16.7 and MM16.29 be considered together, as they both relate to the elevated portions of the Scarborough Rapid Transit structure.


1 - Motion to Amend Item moved by Councillor Paula Fletcher (Carried)

That City Council consider the following items together:

 
TE9.30 headed "415 Broadview Avenue - Alterations to and Demolition of Heritage Attributes of a Designated Property"; and 

 

CC16.5 headed "415 Broadview Avenue - Official Plan and Zoning By-law Amendment - Request for Direction Report".


2 - Motion to Amend Item moved by Mayor Olivia Chow (Carried)

That City Council consider the following items as the first and second item following the Mayor's Second Key Matter on Thursday, March 21, 2024:

 

IE11.1 headed "Congestion Management Plan 2023-2026 - Update"; and 

 

IE11.2 headed "Increase in Penalty Amounts for Parking Offences and Establishment of New Electric Vehicle Parking Offences for Off-Street Parking Facilities".


3 - Motion to Amend Item moved by Councillor Stephen Holyday (Carried)

That City Council consider the following items together:

 

EY11.14 headed "8 Yorkleigh Avenue Request for City Solicitor to Report to City Council and Preserve Appeal Rights"; and

 

CC16.18 headed "8 Yorkleigh Avenue - Committee of Adjustment Decision".

March 21, 2024 at 9:50 a.m. Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM16.7, Review of the Order Paper.

 

There are 68 Items left on the agenda, including 46 Member Motions. The Mayor has timed her Second Key Matter, Item EX12.4, headed "Long-Term Financial Plan Update: Leveraging City-Wide Real Estate Opportunities for Affordable Housing, Complete Communities and Financial Sustainability," as the first item of business this morning.
