1. Directed that Confidential Attachments 1 to 3 to the report (February 15, 2024) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Multi-Tenant House Licensing Tribunal.

Owen Chambers
Owen Chambers has been a dedicated paralegal professional for the last 30 years. He works diligently to assist individuals with legal issues and has extensive experience dealing with a variety of issues and legal instruments. Owen has mentored both secondary school and paralegal program students through their field placements. His legal expertise and understanding of housing issues lends well to the important work of resolving housing tribunal appeals.
Emily McKernan
Emily McKernan grew up in Toronto. She is an experienced lawyer who worked as a litigator in Toronto for many years, both in private practice and at a Legal Aid funded clinic. She argued cases at all levels of court in Ontario and before various administrative tribunals. Her legal practice included professional regulation and liability, health law, employment law, human rights and children’s law. Emily is an experienced Board member and currently sits on the board of two not-for-profit corporations. She received her law degree from Queen's University in 2005, and is a former clerk to the Justices of the Ontario Court of Appeal.

City Council appoint the following candidates to the Multi-Tenant House Licensing Tribunal for a term of office ending on ending on February 8, 2028, and permit the Multi-Tenant House Licensing Tribunal to operate without a full complement of members until such time that additional members are appointed:

That in accordance with the provisions of Chapter 27, Council Procedures, the Nominating Panel - Multi-tenant House Licensing Tribunal reconsider Item NH4.1.
