Panel Recommendations
The Nominating Panel - Multi-Tenant Licensing Tribunal recommends that:
1. City Council appoint the following candidates to the Multi-Tenant House Licensing Tribunal for a term of office ending on ending on February 8, 2028, and until successors are appointed, and permit the Multi-Tenant House Licensing Tribunal to operate without a full complement of members, in accordance with Article 6.1(7) of the Multi-Tenant House Licensing Tribunal Relationship Framework, until such time that additional members are appointed:

Lionel Miskin
Mary Truemner
Adam Wheeler
2. City Council appoint Lionel Miskin as Chair of the Multi-Tenant House Licensing Tribunal for a term of office ending on February 8, 2028, and until successors are appointed.

The Nominating Panel - Multi-Tenant House Licensing Tribunal:
1. Requested the City Clerk to schedule another meeting of the Nominating Panel - Multi-Tenant House Licensing Tribunal for the purpose of selecting additional candidates for interview for appointment to the Multi-Tenant House Licensing Tribunal.
2. Directed that Confidential Attachments 1 and 2 to the report (January 12, 2024) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Multi-Tenant House Licensing Tribunal.
Candidates' biographies:
Moira Daly
Moira Daly was born and raised in the suburbs of Toronto. Moira has worked as a journalist and lawyer in Toronto and New York City. For the past 12 years she has practiced administrative law with a focus on vulnerable and marginalized groups at legal clinics across the city.
Lionel Miskin
Lionel Miskin grew up in Toronto and has served the City as a member, and sometimes chair, on the City's Committee of Adjustment and Toronto Licensing Tribunal. As a lawyer he brings more than twenty years of experience practising law. Much of his legal work was with small business clients, and he spent many years on the Board of Management of the Toronto Association of Business Improvement Areas advocating for Toronto small businesses. He is well experienced in tenancy matters.
Mary Truemner
Mary Truemner is a lawyer who practised in housing and human rights law, in non-profit organizations and clinics, and then served as Vice-chair at the Human Rights Tribunal, adjudicating and mediating applications.
Adam Wheeler
Adam Wheeler is a lawyer, dispute resolution practitioner, and leader in the mental health and housing sectors. He has litigated cases before all levels of court in Ontario and at the Supreme Court of Canada, and has acted as counsel on complex multi-party negotiations. He is an experienced board member and an advisor to Ontario’s Mental Health and Addictions Centre of Excellence. He holds a Juris Doctor and Master of Social Work from the University of Toronto.
