Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM18.5 be referred to the Infrastructure and Environment Committee. A two-thirds vote of the Council Members present is required to waive referral.
That:
1. City Council amend the Recommendation by:
a. deleting the words "to report back to City Council by the fourth quarter of 2024" and replacing with the words "in consultation with the Chief Engineer and Executive Director, Engineering and Construction Services, to provide an interim report as part of the Congestion Management Plan and Construction Coordination report coming to the Infrastructure and Environment Committee in July 2024,";
b. adding the words "with consideration for minimizing impacts to the local community" after "construction" in Recommendation 1.a.;
c. adding the words "prefabrication technology already being employed and" before the words "an evaluation" in Recommendation 1.b.; and
d. adding the following new Recommendation 1.d.:
d. the composition of the working group that has been put together to accelerate Gardiner Expressway construction, and timelines for future reporting on this issue.
so that it now reads as follows:
