Rulings (City Council)

Ruling by Speaker Frances Nunziata
There are a number of Items on our agenda today that relate to the same subject matter as this Administrative Inquiry - the Mayor’s Item, CC17.1, and three Member Motions: MM17.1, MM17.2, and MM17.3. I propose we deal with the related Items as follows: the Mayor has designated Item CC17.1 headed “Immediate Actions to Address the 2023 Taxation Year of the Vacant Home Tax” as her Second Key Matter and first Item of business tomorrow. In order to keep the related information together, I would ask the City Clerk to post the Administrative Inquiry and the City Manager’s response as background attachments on Item CC17.1. As Council will consider the Vacant Home Tax later in the meeting, I rule the Administrative Inquiry (IA17.1) redundant. With respect to the three Member Motions that address the Vacant Homes Tax, I have formed the opinion that they are germane to Item CC17.1. Once Council has completed its consideration of Item CC17.1, these Member Motions will be redundant. Accordingly, I would advise the Members who submitted the Member Motions to move their recommendations on Item CC17.1.
