Committee Decision

The Board of Health - Strategic Plan Development Committee recommends that:

 

1. The Board of Health direct the Medical Officer of Health to develop an implementation plan that includes monitoring and tracking to measure progress for the 2024-2028 Strategic Plan and to report to the Board of Health with annual progress reports on the implementation of the 2024-2028 Strategic Plan.

 

2. The Board of Health direct the Medical Officer of Health to develop a public dashboard that will track the progress of implementation of the 2024-2028 Strategic Plan.

 

3. The Board of Health direct the Medical Officer of Health to include a “Strategic Impact” section on all reports from Toronto Public Health to the Board of Health which outlines how the report aligns with and advances strategic priorities and objectives.

 

4. The Board of Health direct that progress on implementation of the 2024-2028 Strategic Plan should be a metric integrated into the performance appraisal of the Medical Officer of Health.

 

5. The Board of Health request the Medical Officer of Health to report to the Board of Health in the third quarter of 2027 with an interim report on the full-term implementation of the 2024-2028 Strategic Plan, to inform the development of the next strategic plan; and recommendations on re-establishing the Board of Health - Strategic Plan Development Committee to develop the next Toronto Public Health strategic plan.

 

6. The Board of Health request the Medical Officer of Health to monitor forthcoming changes to the Ontario Public Health Standards and report to the Board of Health on changes and their impact.

The Board of Health - Strategic Plan Development Committee:

 

1. Requested the Medical Officer of Health to report directly on this item to the Board of Health at its meeting on July 8, 2024 with the final version of the 2024-2028 Strategic Plan, including strategic objectives as follows:

 

Strategic Priority 1 - Strengthen health protection, disease prevention, and emergency preparedness.

 

- Prepare for and respond to outbreaks and public health emergencies informed by best evidence and lessons learned from previous responses.

 

- Enhance emergency preparedness and response infrastructure.

 

- Effectively communicate with the public about how they can protect their health.

 

- Monitor, prepare, and collaborate with partners on climate change impacts

 

Strategic Priority 2 - Promote health and well-being across the lifespan.

 

- Advocate for healthy social, natural, and built environments and collaborate with partners on initiatives that advance these goals.

 

- Prioritize effective interventions for children and youth to meet their changing needs.

 

- Reduce the burden of chronic and infectious diseases across the lifespan.

 

- Advise on aging in place and age-friendly communities.

 

Strategic Priority 3 - Promote the conditions to support positive mental health and reduce the harms of substance use.

 

- Deliver public health interventions that respond to the drug toxicity epidemic.

 

- Reduce harms associated with alcohol, cannabis, tobacco and vapour products use.

 

- Strengthen public health services that are trauma informed and reduce stigma.

 

- Deliver public health interventions that promote mental health.

 

Strategic Priority 4 - Advocate to advance health equity.

 

- Assess and report on health inequities and population health needs.

 

- Collaborate with partners across multiple sectors to address local health needs.

 

- Share evidence, advocate, and collaborate to influence actions that impact population health.

 

Strategic Priority 5 - Nurture a positive workplace culture.

 

- Foster a culture of innovation, continuous improvement and learning.
