The General Government Committee:

1. By Section 195-8.4 of the Toronto Municipal Code Chapter 195 Purchasing By-Law, authorized the award of Request for Tender Doc4430179988, Contract Number 24ECS-BE-09SB  for Rehabilitation of Eastern / Adelaide Bridges (ID264, ID263, ID246, and ID266) and enter into an agreement with Soncin Construction, being the lowest compliant bid meeting the specifications and requirements of the Request for Tender Doc4430179988, Contract Number 24ECS-BE-09SB, in the amount of $63,714,67 net of all applicable taxes and charges ($64,836,053 net of Harmonized Sales Tax recoveries).

2. Requested the Chief Engineer and Executive Director, Engineering and Construction Services, and the General Manager, Transportation Services, to consider the congestion impacts and appropriate mitigation strategies of the Adelaide / Eastern Bridge construction in their upcoming Congestion Management Plan report.

This report provides the results of the Request for Tender Doc4430179988, Contract Number 24ECS-BE-09SB, for the rehabilitation of four major bridges, collectively referred to as the Eastern / Adelaide Bridges (ID264, ID263, ID246, and ID266) and requests the authority to award the contract to Soncin Construction, in the amount of $63,714,674 net of all applicable taxes and charges $64,836,053 net of Harmonized Sales Tax recoveries), all in accordance with the terms, conditions and specifications contained in the Request for Tender document. The project also includes the addition of a multi-use trail on the Eastern Avenue Bridge. This work is expected to commence in July 2024 and be completed by early 2027.
