The FIFA World Cup 2026 Subcommittee:

1. Directed the Executive Director, FIFA World Cup Hosting 2026 to conduct a line-by-line review of the City of Toronto's FIFA World Cup 2026 budget, in consultation with the FIFA Subcommittee Chair, City Divisions and Agencies engaged in delivering the games, and other relevant stakeholders, to identify opportunities to reduce the impact of the games on the City's property tax base and report back to the Subcommittee on the results of this review by October 2024.

City Council has committed to delivering the FIFA World Cup 2026 (FWC26) games in a transparent, accountable, and collaborative manner. This Subcommittee has been tasked with oversight of the entire FWC26 program, budget, and expenditures.

As we begin this critical work, our Council colleagues and the residents of Toronto expect that the work to ensure that there is thorough and ongoing review of the budget to ensure that impact to taxpayers and the property tax base are reduced, wherever possible.

Therefore, I am recommending that the FIFA Secretariat, in consultation with relevant stakeholders, undertakes this review and reports back on the findings this fall, in advance of the 2025 Budget process.
