Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that when he was asking questions, he explicitly outlined that he would like an answer from Toronto Police Service staff but partway through the answer, a representative of the Toronto Police Service Board interrupted to add more. Councillor Perks further stated that if he wanted an answer from the Toronto Police Service Board, he would have directed the question to the Board, and that he would appreciate in future if representatives of the Toronto Police Services Board could please refrain from answering questions addressed to the Toronto Police Service.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Point of Order and ruled that Council will advise Toronto Police Services Board staff.


Point of Order by Councillor Alejandra Bravo

Following Councillor Fletcher’s questions directed to the Toronto Police Service, where no staff were present to respond, Councillor Bravo, rising on a Point of Order, stated that she understands from the Procedural By-law that one of the things Members must be able to do on the floor of Council is to question staff responsible for an area and that she is concerned that if Councillor Fletcher has questions of the Police on a relevant matter, that Council is not respecting the Procedural By-law.

Speaker Nunziata accepted the Point of Order and invited the City Manager to comment. The City Manager advised Council that his office always reaches out to ensure the right staff from divisions and from agencies, boards and corporations attend Council meetings, and that his staff had encouraged Toronto Police Service staff to be present yesterday and they were. The City Manager further advised that he could continue to reach out, and ask to have the Item come back at a different time, if possible, and noted that he has been trying to continue to communicate about the need for Toronto Police Service staff to be here but, at the end of the day, his office can only request that occur. Speaker Nunziata ruled that Council would hold the Item down and continue with the agenda and ask staff to request the Toronto Police Service to come later in the meeting.
