City Council Decision

City Council on February 6 and 7, 2024, adopted the following:

 

1. City Council approve the reimbursement of travel expenses that were incurred by Councillor Nick Mantas and his Chief of Staff by attending the Cities Forum 2023 Conference in Torino, Italy, to be paid for from the Member’s Constituency Services and Office Budget.

 

2. City Council direct the City Clerk to review the travel provisions in the Members of Council Operations Policy with respect to Members' staff travel as part of the forthcoming City Clerk’s report on Council travel in the third quarter of 2024.

Point of Privilege by Councillor Nick Mantas

During Councillor Fletcher’s speaking time, Councillor Mantas, rising on a Point of Privilege, stated that the fact that Councillor Fletcher was speaking directly to the Member seeking reimbursement is sort of lecturing him.

Ruling by Speaker Frances Nunziata
Speaker Nunziata did not accept the Point of Privilege and stated that if Councillor Mantas wants to speak, he may do so after. Speaker Nunziata asked Councillor Fletcher to continue her remarks.


Point of Order by Councillor Jaye Robinson

As Councillor Mantas rose to speak, Councillor Robinson, rising on a Point of Order, stated that she wished to know if Councillor Mantas had a conflict of interest.

Speaker Nunziata accepted the Point of Order and stated that Council went through that a few months ago and it was determined there was no conflict.
