City Council Decision
City Council on November 13 and 14, 2024, adopted the following:
1. City Council appoint Mark Bonham to the CreateTO Board, at pleasure of Council, for a term of office ending on March 28, 2028, and until a successor is appointed; and to the Boards of Directors of Build Toronto and the Toronto Port Lands Company, at pleasure of Council, for a term of office ending on March 28, 2026, and until a successor is appointed.
2. City Council appoint Marni Dicker to the CreateTO Board, at pleasure of Council, for a term of office ending on November 30, 2025, and until a successor is appointed; and to the Boards of Directors of Build Toronto and the Toronto Port Lands Company, at pleasure of Council, for a term of office ending on November 30, 2025, and until a successor is appointed.
3. City Council appoint Allison Mendes as Chair of the CreateTO Board, at pleasure of Council, and until a successor is appointed.
4. City Council direct that Confidential Attachments 1a, 1b, and 2 to 4 to the report (October 11, 2024) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the CreateTO Board.

Mark Bonham
Mark S. Bonham is Executive Director of The Veritas Foundation and Senior Fellow of Massey College. He is a seasoned business executive in the financial industry, having founded two public mutual fund companies, and active in several public real estate projects. An LGBTQ educator and activist, Mark was included in the Financial Times of London, United Kingdom, OUTstanding LGBT Global Business Leaders list in 2017, and was Outstanding Philanthropist of the Year in 2018. He is the recipient of numerous awards and honours.
Marni Dicker
Marni Dicker is a dynamic bilingual senior executive with over 30 years of real estate development experience. Marni is currently Executive Vice President, Infrastructure and Chief Legal Officer for the Canadian Premier League. In this role, she spearheads the development of infrastructure that is critical to the continued growth of the Canadian soccer ecosystem. Additionally, she oversees the league’s legal affairs and works closely with the League Commissioner on expansion efforts.
Allison Mendes
Allison has nearly 10 years of board experience in both the private and public sector, across Real Estate, Healthcare, Financial Services and Retail organizations. She is a certified Corporate Director (ICD.D) and a Chartered Financial Analyst with a Master of Business Administration in Finance from the Schulich School of Business. She has over 18 years of capital markets experience, most recently as Managing Director and Senior Portfolio Manager at Manulife Asset Management where she managed over $2 billion in assets for institutional clients. She retired from her Capital markets career in 2016.

That City Council delete Recommendation 1 and adopt instead the following:
1. City Council appoint Mark Bonham to the CreateTO Board, at pleasure of Council, for a term of office ending on March 28, 2028, and until a successor is appointed; and to the Boards of Directors of Build Toronto and the Toronto Port Lands Company, at pleasure of Council, for a term of office ending on March 28, 2026, and until a successor is appointed.
2.
