City Council Decision
City Council on May 10, 11 and 12, 2023, adopted the following:
1. City Council amend Zoning By-law 569-2013 for the lands at 182-184 Spadina Avenue, substantially in accordance with the draft Zoning By-law Amendment included as Attachment 5 to the report (March 23,3 2023) from the Acting Director, Community Planning, Toronto and East York District.
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
3. Before introducing the necessary Bills to City Council, City Council require the applicant to address all outstanding comments in Section A of the memo from Engineering and Construction Services, dated April 20, 2022, in relation to servicing matters, and any subsequent memo prepared in response to applicant resubmission(s) to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services.
4. City Council direct City Planning to convene at least one meeting with neighbours in close proximity, particularly the residents of the properties to the immediate north and south of the subject site to discuss matters including, but not limited to: streetscape design, landscaping of the proposed rooftop terrace, materiality of the proposed building, traffic mitigation measures and construction related impacts, such as vehicular access, noise, dust, vibration, etc.; and that the construction issues be addressed through the submission by the applicant of a comprehensive Construction Management Plan, to the satisfaction of the Director, Community Planning, Toronto and East York District.

Community Council Recommendations

Summary
This report reviews and recommends approval of the application to amend the Zoning By-law to permit a hotel building at 182-184 Spadina Avenue. The proposed redevelopment is comprised of a one-storey plus mezzanine base building and two taller components above, one 14-storey component fronting Spadina Avenue (41.4 metres) and a 15-storey component fronting Cameron Street (43.7 metres - 44.4 metres inclusive of the mechanical penthouse). A restaurant is proposed on the ground floor with a total of 250 hotel suites above. Two levels of underground parking are proposed with 34 parking spaces and 8 bicycle parking spaces.
