City Council Decision
City Council on May 10, 11 and 12, 2023, adopted the following:
1. City Council rescind the existing parking for a maximum period of 10 minutes, from 7:00 a.m. to 9:00 a.m., Monday to Friday, on the north side of College Street, between a point 30.5 metres east of Dovercourt Road and a point 33 metres further east.
2. City Council rescind the existing parking machine regulation in effect from 9:30 a.m. to 3:30 p.m., Monday to Friday, from 8:00 a.m. to 9:00 p.m. Saturday, and from 1:00 p.m. to 9:00 p.m. on Sunday, at a rate of $2.00 per hour and for a maximum period of three hours, on the north side of College Street, between a point 30.5 metres east of Dovercourt Road and a point 33 metres further east.
3. City Council rescind the existing parking machine regulation in effect from 6:30 p.m. to 9:00 p.m., Monday to Friday, at a rate of $2.00 per hour and for a maximum period of 2.5 hours, on the north side of College Street, between a point 30.5 metres east of Dovercourt Road and a point 33 metres further east.
4. City Council authorize the installation of parking machines on the north side of College Street, between a Dovercourt Road and Ossington Avenue, to be in effect from 8:00 a.m. to 3:30 p.m., Monday to Friday, from 8:00 a.m. to 9:00 p.m. Saturday, and from 1:00 p.m. to 9:00 p.m. on Sunday, at a rate of $2.00 per hour and for a maximum period of three hours.
7. City Council authorize the installation of parking machines on the north side of College Street, between a Dovercourt Road and Ossington Avenue, to be in effect from 6:30 p.m. to 9:00 p.m., Monday to Friday, at a rate of $2.00 per hour and for a maximum period of 2.5 hours.
8. City Council prohibit parking at all times on the east side of Dovercourt Road, between College Street and a point 15 metres north.
9. City Council authorize parking for a maximum period of 10 minutes, from 7:00 a.m. to 9:00 a.m., Monday to Friday, on the east side of Dovercourt Road, between a point 15 metres north of College Street and a point 24 metres further north.
10. City Council prohibit parking from 9:00 a.m. of one day to 7:00 a.m. of the next following day, Monday to Friday and at all times, Saturday to Sunday, on the east side of Dovercourt Road, between a point 15 metres north of College Street and a point 24 metres further north.

Origin
Summary
The purpose of this letter is to amend parking regulations on the north side of College Street, between Dovercourt Road to Ossington Avenue and on the east side of Dovercourt Road just north of College Street to support CaféTO. As the TTC operates a route on College Street, City Council approval is required.
The proposed amendments shift a day care pick-up/drop-off area for the local YMCA on the north side of College Street to the east side of Dovercourt Road. This is to allow for the permitting of curb lane cafés under the CaféTO program on College Street while continuing to allow for a pick-up/drop-off area.
The local BIA and the West End YMCA have been consulted on these changes.
