Community Council Decision
The Toronto and East York Community Council:
1. Authorized the installation of speed bumps in Lane West of Bathurst Street, between Lennox Street and Herrick Street, at the locations shown on File No. TC-127 attached as Attachment 6 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services.
2. Authorized the installation of speed bumps in Lane West of Bathurst Street, between Herrick Street and Harbord Street, at the locations shown on File No. TC-128 attached as Attachment 7 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services.
3. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Markham Street.
4. Authorized the installation of traffic calming (speed humps) on Markham Street between Lennox Street and Harbord Street.
5. Directed the City Solicitor to prepare a By-law to alter sections of the roadway to install three speed humps on Markham Street between Lennox Street and Harbord Street, for traffic calming purposes, generally as shown in Attachments 10 and 11 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services.

Summary
The purpose of this report is to provide the findings from the Mirvish Village Readiness Assessment, a study led by the Transportation Services division at the request of Toronto and East York Community Council. The study encompassed an assessment of existing conditions in the study area, and a review of forecasted travel demand associated with the new development at Mirvish Village. The study was completed to better understand the neighbourhood's transportation infrastructure and travel behaviours today, and assess the capacity of the local road network to accommodate the travel needs of new neighbours and visitors in the future. This report summarizes the study findings and recommends traffic calming measures that can be installed in the neighbourhood.
The Mirvish Village Readiness Assessment examined the neighbourhood's travel network, existing traffic management measures, planned network improvements and community concerns and requests. Staff participated in several stakeholder and public meetings with the Councillor and community members to discuss neighbourhood transportation concerns.
The City assessed the Mirvish Village transportation network and concluded it will adequately serve current and future area residents when considering three planned improvements: bikeway on Palmerston Boulevard; diversion on Lennox Street; and upgrades to the Lennox Street and Bathurst Street intersection. One additional requested improvement was reviewed and deemed suitable: speed bumps are recommended in the Laneway West of Bathurst Street, between Harbord Street and Lennox Street to encourage compliance with regulatory speed limits. No other network changes are recommended at this time.

Motions
That Toronto and East York Community Council:
1. Delete Recommendation 3:
3. Toronto and East York Community Council not authorize the installation of traffic calming (speed humps) on Markham Street between Lennox Street and Harbord Street.
and adopt instead the following new Recommendation 3:
3. Toronto and East York Community Council authorize the installation of traffic calming (speed humps) on Markham Street between Lennox Street and Harbord Street.
That in accordance with the provisions of Chapter 27, Council Procedures, Toronto and East York Community Council reconsider Item TE3.32.
That the Toronto and East York Community Council:
1. Waive the polling requirement under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on Markham Street; and
a. Authorize the installation of traffic calming (speed humps) on Markham Street between Lennox Street and Harbord Street.
b. Direct the City Solicitor to prepare a by-law to alter sections of the roadway to install three speed humps on Markham Street between Lennox Street and Harbord Street, for traffic calming purposes, generally as shown in Attachments 10 and 11 to the report (February 6, 2023) from the Director, Planning and Capital Program, Transportation Services.
