The Property Standards Committee, Scarborough Panel gave the following reasons for its decision:

Mr. Peter Delko advised that he was authorized to speak for the registered property owner. Despite repeated opportunities to answer the question from the Committee, Mr. Delko could not confirm that the property complied with the standards as set out in the Bylaw. Despite repeated requests, Mr. Delko referred again and again to personal objections between himself, the property owners and the Property Standards Officer. Mr. Delko did not provide any information regarding additional time required to correct the deficiencies noted in the order. Consequently, the Panel confirmed the order.
