a - Review Order Paper

May 10, 2023 at 10:21 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper.   Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda Item RM6.7, Review of the Order Paper.

 

We have five deferred Items before us today:

 

DM6.1, DM6.2, DM6.3, DM6.4, and DM6.5, all deferred from the March 29, 30 and 31 meeting of City Council.

 

The Deputy Mayor has designated Item IE3.3 on " TransformTO 2022 Annual Report: Laying the Foundation for Net Zero" as the First Key Matter and this will be our first item of business today.

 

The Deputy Mayor has designated Item PH3.16 on " Expanding Housing Options in Neighbourhoods: Multiplex Study - Final Report" as the Second Key Matter and our second item of business.

 

The Notice of Motion run through is scheduled for 2 p.m. tomorrow, only if the Key Matters are completed.

 

Members, with the Deputy Mayor's consent, I would propose the following related matters be considered together:

 

That Item IE3.4 be considered with the Deputy Mayor's first key Item, IE3.3, related to Greenhouse Gas Emissions.

That City Council consider Item EC3.7 headed "High Park Movement Strategy - Final Report" as the first item of business on the second day of Council.


2 - Motion to Amend the Order Paper moved by Councillor Michael Thompson (Carried)

That City Council consider:

 

Item DM6.4 headed " Getting the Gardiner Right: Moving Forward with a New Study on Better Options for the Gardiner East - by Councillor Josh Matlow, seconded by Councillor Amber Morley" as the second item of business on the second day of Council; and

 

Item EX4.10 headed "Transit Priority Measures to Support Scarborough SRT Bus Replacement" as the first item of business immediately after the Member Motions on the second day of Council.

That City Council consider PH3.6 headed "Housing Now Initiative - 2023 Progress Update" as the first item of business immediately after the Deputy Mayor’s Key Matters.

b - Review Order Paper

May 11, 2023 at 9:48 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two thirds vote.

 

There are 75 Items left on the agenda, including 40 Member Motions.

 

The City Clerk has posted today's Order Paper online, with agenda Item RM6.7, Review of the Order Paper.

 

I will now take the release of holds.  The Clerk will open the speakers list in CMP and you can place your name on the list if you have an item to release.

 

Members, before the recess, Council was considering PH3.6 - Housing Now Initiative - 2023 Progress Update, which was timed as the first item following the Mayor's Key Matters.

 

Council has timed Item IE3.7 - High Park Movement Strategy - Final Report as the first item this morning.

 

Is it the wish of Council to finish the Housing Now item, before moving to our first timed item this morning?

Item MM6.1 headed "Supporting Small Businesses: Calling on the Federal Government to Forgive a Portion of the Canada Emergency Business Account Loans - by Councillor Paula Fletcher, seconded by Councillor Alejandra Bravo" as the first item of business in the morning of third day of Council; and

May 12, 2023 at 10:12 a.m. - That City Council adopt the May 12, 2023 Order Paper, as amended.


Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that it is his intention to hold Item EX4.2 and, as the item is also related to Items IE3.4 and IE3.3, asked if Deputy Mayor McKelvie would like to combine the three items together.

Speaker Nunziata accepted the Point of Order and asked Deputy Mayor McKelvie to respond. Deputy Mayor McKelvie advised Council that this was a great idea and requested that Toronto Hydro staff be available in case there are questions for them.


Point of Order by Councillor Mike Colle

Councillor Colle, rising on a Point of Order, stated that he and perhaps other Members of Council would like to make an announcement regarding Jewish Heritage Month.

Speaker Nunziata accepted the Point of Order and ruled that Councillor Colle could make the announcement at the start of the afternoon session.


Point of Order by Councillor Mike Colle

Councillor Colle, rising on a Point of Order, stated that there are Members of Council who wish to attend the funeral for former City Councillor Michael Feldman at 10:00 a.m. on Friday, and that he has an item that is supposed to be considered at that time, and requested that Council stand that down so that Members of Council who wish to attend the funeral can do so.

Speaker Nunziata accepted the Point of Order and ruled that Council would hold the item down.


Point of Order by Councillor James Pasternak

Councillor Pasternak, rising on a Point of Order, stated that he wished to echo Councillor Colle's comments regarding the funeral for former City Councillor Michael Feldman, and that he would request for Council to hold down any items held by Members attending the funeral and that votes not be taken on those items.
