City Council adopted the March 29, 2023 Order Paper, as amended and all other Items not held on consent.

March 29, 2023 at 10:25 a.m. - Speaker Nunziata advised Council of the following:
Members, I will now review the Order Paper. We have three deferred Items before us today:
DM5.1 (CC2.19 from December 14, 2022)
DM5.2 (CC3.1 from February 7, 2023)
DM5.3 (CC3.4 from February 7, 2023)
The Deputy Mayor has designated Item EX3.2 on "2023 Financial Update and Outlook" as the First Key Matter and this will be our first item of business today. The Deputy Mayor has designated Item EX3.9 on "SmartTrack Stations Program" as the Second Key Matter and our second item of business.
The Notice of Motion run through is scheduled for 2 p.m. tomorrow, only if the Key Matters are completed.
Members, I propose the following related matters be considered together:
Items DM5.2 and CC5.6, related to Housing Rights
I will now go through the items to take additional Member holds. I will review the Order Paper one section at a time.
The Clerk will open the speakers list in CMP and you can place your name on the list. When I recognize you, state the item or items you wish to hold.
That City Council consider:
Item CC5.3 headed "Ombudsman Toronto Report: Investigation into the City's Processes for Clearing Encampments in 2021" as the first item immediately after the Mayor’s Key Items; and
Item CC5.5 headed "Intergovernmental Advocacy Efforts on Toronto's Refugee Claimant Shelter Response" as the second item after the Mayor’s Key Items.
That, in accordance with Section 27-7.10 of Council Procedures, City Council remove Item:
TM1.2, headed "Update on Metrolinx's Ontario Line Construction within the Toronto and East York District";
from the Toronto and East York Community Council and bring the Item forward to City Council for consideration.
That City Council consider the following items together as the first items on the second day of Council:
Item DM5.2 headed "Review and Consideration for a Housing Commissioner Role or Function at Ombudsman Toronto"; and
Item CC5.6 headed "Terms of Reference for the Housing Rights Advisory Committee for 2022-2026 City Council Term."
That City Council consider the following items together as the second items on the third day of Council:
Item DM5.2 headed "Review and Consideration for a Housing Commissioner Role or Function at Ombudsman Toronto"; and
Item CC5.6 headed "Terms of Reference for the Housing Rights Advisory Committee for 2022-2026 City Council Term."

Members, we will now review and confirm the Order Paper. There are 87 Items left on the agenda, including 46 Member Motions.
Before the recess, Council was considering Item CC5.3 - Ombudsman Toronto Report: Investigation into the City's Processes for Clearing Encampments in 2021, which was timed as the first item following the Mayor's Key Matters.
Council has timed Item EX3.13 – Community Safety Issues and Response as the first item of business this morning.
I propose that, since we have staff from the Toronto Transit Commission and the Toronto Police Service with us now, we consider item EX3.13 first, and then return to CC5.3.
I will now take the release of holds. The Clerk will open the speakers list in CMP and you can place your name on the list if you have an item to release. I have also reviewed urgent Motions to be added to the agenda.

Council has timed Item CC5.4 - Report on Councillor Josh Matlow’s Tweets Criticizing City Staff, as the first item of business this morning.
Following that, we will consider the two related items together:
CC5.6 - Terms of Reference for the Housing Rights Advisory Committee for the 2022-2026 City Council Term; and
DM5.2 – Review and Consideration for a Housing Commissioner Role or Function at Ombudsman Ontario

March 31, 2023 at 10:06 - That City Council adopt the March 31, 2023 Order Paper.
Councillor Colle, rising on a Point of Order, stated that he would like Council to observe a moment of silence in respect of the tragic passing of Gabriel Magalhaes.
Councillor Colle, rising on a further Point of Order, stated that, given the incredible impact of that tragic death, that Council should, at that same time, invite the Toronto Police Chief, the Head of the Toronto Transit Commission, and Denise Campbell, Executive Director, Social Development, Finance and Administration to make a presentation to Council to let Council know and the City know what is being done to protect the citizens of Toronto on the Toronto Transit Commission.
Councillor Matlow, rising on a Point of Order, stated that Council just voted to consider item NY3.31 on Friday, but did not time the item, and he would like the item to be timed.
The City Clerk advised City Council that Council has timed item CC5.4 as the first item of business on Friday, to be followed by DM5.2 and CC5.6, which are to be heard together, and that Council still needs to complete its consideration of Item CC5.3.
Councillor Pasternak, rising on a Point of Order, stated that he will not support moving the item to Friday if Council can't time it, and that Council can take a recorded vote and he is not going to support it.
