City Council adopted the February 15, 2023 Order Paper, as amended and all other Items not held on consent.

Speaker Nunziata advised Council of the following:
Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.
The Mayor has designated Item CC4.1 on "Property Taxes, User Fees and Related Matters" as his First Key Matter and this will be our first item of business today. The Mayor has designated Item MPB4.1 on "2023 Operating and Capital Budgets" as his Second Key Matter and our second item of business.
We are scheduled to meet until 6:00 p.m. tonight. We will take a scheduled recess between 12:30 and 2:00 p.m. Council will reconvene tomorrow at 9:30 a.m. if necessary.
Members, we have three items before us. Items MPB4.1 and CC4.1 will be debated. Does anyone wish to hold Item CC4.2?

Councillor Matlow, rising on a Point of Order, asked the Speaker to clarify if it's true that Council will be able to vote on amendments to the budget but not on the budget itself due to the Strong Mayor legislation.
