Motions (City Council)

a - Review Order Paper

February 7, 2023 at 10:47 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper.  We have one deferred item before us today:

 

DM3.1.

 

The Mayor has designated Item MM3.5 on Reviewing Revenue Tool Options for Toronto as his First Key Matter and this will be our first item of business today. The Mayor has designated Item EX2.4 on CaféTO 2023 and Beyond as his Second Key Matter and our second item of business. These will be our first items of business today.

         

The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow only if the Mayor's Key Matters are completed. 

 

Members, the City Solicitor has advised that Item CC3.2 on Legal Challenge to Bill 184 - Protecting Tenants and Strengthening Community Housing Act, 2020 needs to be withdrawn from the agenda due to ongoing discussions between the parties.

         

I will now go through the items to take additional Member holds. I will review the Order Paper one section at a time.

 

The Clerk will open the speakers list in CMP and you can place your name on the list. When I recognize you, unmute your mic and state the item or items you wish to hold.  


1 - Motion to Remove from Committee moved by Councillor Gary Crawford (Carried)

That, in accordance with Section 27-7.10 of Council Procedures, City Council remove Items:

 

CA2.1, headed "City of Toronto Nominee to the Greater Toronto Airports Authority Board";

 

CA2.2, headed "Appointment of Public Members to the Board of Health"; and

 

CA2.3, headed "Appointment of Public Members to the Toronto Public Library Board"

 

from the Civic Appointments Committee and bring the Items forward to City Council for consideration.


2 - Motion to Amend the Order Paper moved by Deputy Mayor Jennifer McKelvie (Carried)

That City Council consider Item IE1.4 headed "Cycling Network Plan: 2021 ActiveTO Cycling Network Expansion Project Updates" as the first item on Wednesday, February 8, 2023.


3 - Motion to Amend the Order Paper moved by Councillor Shelley Carroll (Carried)

That City Council consider:

 

Item EC1.5 headed "COVID-19 Shelter Transition and Relocation Plan Update 2023" as the first item immediately after the Mayor’s Key Items; and

 

Item HL1.6 headed "Cold weather and the effects on those experiencing homelessness" as the second item after the Mayor’s Key Items.


4 - Motion to Amend the Order Paper moved by Councillor Dianne Saxe (Carried)

That City Council consider Item DM3.1 headed "148 and 156-158 Avenue Road and 224 Davenport Road - Notice of Intention to Designate a Property under Part IV, Section 29 of the Ontario Heritage Act" as the last item of business.


5 - Motion to Amend the Order Paper moved by Mayor John Tory (Carried)

That City Council consider Item EX2.4 headed "CaféTO 2023 and Beyond" at 4:00 p.m. on Tuesday, February 7, 2023.

b - Review Order Paper

February 8, 2023 at 9:50 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. There are 38 Items left on the agenda, including 21 Member Motions.

 

Council has timed the following items for today:

 

Item IE1.4- Cycling Network Plan: 2021 ActiveTO Cycling Network Expansion Project Updates as the first item of business this morning.

 

I will now take the release of holds. Please put your name on the list if you have an item to release.  I have also reviewed urgent Motions to be added to the agenda.


Motion to Adopt Order Paper (Carried)

February 8, 2023 at 9:53 a.m. - That City Council adopt the February 8, 2023 Order Paper.


Point of Order by Councillor Mike Colle

Councillor Colle, rising on a Point of Order, stated that City Council should observe a moment of silence for the victims of the earthquake in Turkey and Syria and asked Mayor Tory, on behalf of City Council, to send a note to the Turkish Consul, expressing Council's deepest sympathies and concern.

Mayor Tory, rising on a Point of Order, stated that Members could observe that at Council, and advised that he had already conveyed condolences on behalf of the City.
