December 14, 2022 at 10:03 a.m. - Speaker Nunziata advised Council of the following:

Members, I will now review the Order Paper.  Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

The Mayor has designated Item CC2.1 on "2023 Housing Action Plan" as his First Key Matter and this will be our first item of business today. The Mayor has designated Item EX1.4 on "Implementing Bill 109, the More Homes for Everyone Act, 2022" as his Second Key Matter. This will be considered as the first item of business tomorrow.

Members, this meeting was originally scheduled for one day. However, it appears we may need a second day to complete the agenda, as indicated by the timing of the Mayor's Second Key Matter.

We need to decide when to do the run-through of Member Motions and I propose to consider them in agenda order, once all other items are complete.

We are scheduled to meet until 6:00 p.m. tonight.  We will take a scheduled recess between 12:30 p.m. and 2:00 p.m. Council will reconvene tomorrow at 9:30 a.m.

I also propose that City Council set a time for a closed session, if required, later in the meeting.

The City Clerk has noted the Items that Members wish to hold. I will now go through the items to take additional Member holds. I will review the Order Paper one section at a time.

The Clerk will open the speakers list in CMP and you can place your name on the list.  When I recognize you, state the item or items you wish to hold. 

That City Council consider Item CC2.3 headed "Legislative Changes to City Governance - Bill 3 and Bill 39" immediately after the Mayor's First Key Matter.

December 14, 2022 at 10:15 a.m. - That City Council adopt the December 14, 2022 Order Paper, as amended, and all other Items not held on consent.

December 15, 2022 at 9:41 a.m. - Speaker Nunziata advised Council of the following:

Members, we will now review and confirm the Order Paper. There are 23 Items left on the agenda, including 16 Member Motions.

The Mayor has timed his Second Key Matter, Item EX1.4 on the Implementation of Bill 109 as our first item of business this morning.

The Member Motion run through will be considered in agenda order, once all other items have been disposed of.

I will now take the release of holds. The Clerk will open the speakers list in CMP and you can place your name on the list if you have an item to release.

December 15, 2022 at 9:42 a.m. - That City Council adopt the December 15, 2022 Order Paper.
