a - Review Order Paper

October 11, 2023 at 11:02 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM11.7, Review of the Order Paper.

 

We have two deferred items before us today:

 

NY6.3 and DM11.1.

 

The Mayor has designated Item EX8.7 on "Vacant Home Tax: Status Update" as her first Key Item and first item of business today. 

 

The Mayor has designated Item CC11.1 on "Canada-Wide Universal Student Nutrition Program "as her second Key Item and first item of business tomorrow. 

 

The Notice of Motion run through is scheduled for 2 p.m. tomorrow, only if the Key Matters are completed.


1 - Motion to Remove from Committee moved by Councillor Lily Cheng (Carried)

That, in accordance with Section 27-7.10 of Municipal Code Chapter 27, Council Procedures, City Council remove the following items from the Civic Appointments Committee and bring the Items forward to City Council for consideration:

 

CA8.2 headed, "Appointment of Members of the Toronto Francophone Affairs Advisory Committee";


CA8.4 headed, "Appointment of Public Members to the Toronto Zoo Board";


CA8.5 headed, "Appointment of Members to the Toronto Music Advisory Committee"; and


CA8.6 headed, "Appointment of Members to the Toronto Film, Television and Digital Media Board".


2 - Motion to Amend Item moved by Councillor James Pasternak (Carried)

That City Council consider Item CC11.18 headed "Our Plan Toronto: Recommendations on Five Deferred Employment Area Conversion Requests - Final Report” as the first Item of business after City Council considers Member Motions on the second day of Council.


3 - Motion to Amend Item moved by Councillor Jennifer McKelvie (Carried)

That City Council consider Item IE6.3 headed "Transition of Toronto's Blue Bin Recycling Program to Extended Producer Responsibility" as the second Item of business on the second day of Council.  


4 - Motion to Amend Item moved by Councillor Paula Fletcher (Carried)

That City Council consider the following items together as the second items of business immediately after Member Motions:

 

Item CC11.2 headed "Addressing Workplace Harassment and Discrimination"; and

 

Item CC11.3 headed "Report on Former Mayor John Tory’s Conduct concerning a Personal Relationship"; and

 

Item DM11.1 headed "Ombudsman Toronto Report: An Investigation into Toronto Community Housing Corporation's Tenant Human Rights Complaints Process."


5 - Motion to Amend Item moved by Councillor Alejandra Bravo (Carried)

That City Council consider EC6.6 headed "Transitioning the Vehicle-for-Hire Industry to Net Zero Emissions by 2030" as the first item of business immediately after the Mayor’s First Key Matter.


Motion to Adopt Order Paper as Amended (Carried)

October 11, 2023 at 11:07 a.m. - That City Council adopt the October 11, 2023 Order Paper, as amended, and all other Items not held on consent.


b - Review Order Paper

October 12, 2023 at 9:47 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper.

 

Once the Order Paper has been approved by Council, any change will need a two thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM11.7, Review of the Order Paper.

 

There are 59 Items left on the agenda, including 29 Member Motions. The Mayor has timed her Second Key Matter, Item CC11.1- Support for a Canada-Wide Universal Student Nutrition Program, as the first item of business this morning.

 

Council has timed item IE6.3 - Transition of Toronto's Blue Bin Recycling Program to Extended Producer Responsibility to be considered after the Mayor's Second Key Matter.

 

Council has timed the following items to be considered after Member Motions:

 

CC11.18, CC11.2, CC11.3, and DM11.1

 

I will now take the release of holds. The Clerk will open the speakers list in CMP and you can place your name on the list if you have an item to release.


Motion to Adopt Order Paper (Carried)

October 12, 2023 at 9:51 a.m. - That City Council adopt the October 12, 2023 Order Paper.


6 - Motion to Amend the Order Paper moved by Mayor Olivia Chow (Carried)

October 12, 2023 at 2:28 p.m. - That City Council amend the Order Paper to consider Item MM11.37, headed "Keeping Toronto Safe from Hate", as the first item of business immediately after Member Motions.


7 - Motion to Amend the Order Paper moved by Councillor Gord Perks (Carried)

October 12, 2023 at 3:13 p.m. - That City Council consider the following Items separately:

 

Item CC11.18, headed "Our Plan Toronto: Recommendations on Five Deferred Employment Area Conversion Requests - Final Report"; and

 

Item PH6.3, headed "Our Plan Toronto: Recommendations on the East Harbour Employment Area Conversion Request - Final Report." 


Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that the Speaker had not called Planning and Housing, and some Members had properly put their names on the list, and the fact that Councillor Perruzza doesn't want to connect to the meeting does not get him to the front of the line.

Speaker Nunziata accepted the Point of Order and thanked Councillor Perks. Speaker Nunziata ruled that Councillor Perruzza should connect to the meeting, and asked staff to assist Councillor Perruzza.


Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that one of the difficulties of trying to manage the Clerk’s Meeting Portal is that it does not list decisions that Council has made about timed items. Councillor Perks further stated that he wished to know if there was a document that could be prepared and made available to Councillors so they could know that.

Speaker Nunziata accepted the Point of Order and agreed that it was a good idea and that it would be good for the Speaker, too, if Members had it in front of them.
