Summary

This report responds directly to a series of Motions adopted with the report "Implementing Bill 109, the More Homes for Everyone Act, 2022," at the December 2022 meeting of City Council. Specifically, it addresses improvements to the Application Information Centre (AIC) and information and materials to replace the Preliminary Report. Additionally, it includes a number of next steps related to future technology transformation initiatives.

 

In response to ongoing legislative change, the City is rolling out a new operating model for its development review service, including changes to organizational structure, process improvements and technology upgrades required to achieve good city-building outcomes while striving to improve timelines and mitigating risk to cost recovery. Staff are advancing process and technology improvements that provide better public access to information and materials related to development applications, and opportunities for public input into the development review process.

 

While staff work to improve existing technology, through the transformation of the City's development review process, there is a renewed focus on technology modernization to better meet the needs of a diversity of users.
