The Board of Directors of the Toronto Parking Authority:

1. Authorized the President, Toronto Parking Authority to issue a Purchase Order to Toronto Hydro Electrical Systems Limited in the amount of $1,000,000 excluding Harmonized Sales Tax for electrical upgrades required for the implementation of Toronto Parking Authority’s 2023 Off-street Electric Vehicle Charging Program.

As part of its vision to become the world’s best provider of sustainable parking, bike share and last mile mobility experiences, Toronto Parking Authority is executing an ambitious rollout plan for Electric Vehicle charging across the City of Toronto. The build-out of Toronto Parking Authority's Electric Vehicle charging network is well underway and is planned to grow to more than 650 Electric Vehicle chargers in off-street (garages and lots) and on-street Green P locations by the end of 2024. 175 Electric Vehicle chargers are planned for installation across 18 off-street facilities in 2023, which will bring the total number of off-street chargers in operation at Toronto Parking Authority facilities by the end of 2023 to nearly 300.

Through the implementation of its Electric Vehicle Charging Program, Toronto Parking Authority requires access to significant hydroelectrical supply to install and operate Electric Vehicle charging infrastructure at many of its car parks, particularly surface car parks where existing hydroelectric capacity is limited. Toronto Hydro Electrical Systems Limited is the sole electric utility provider in the City of Toronto and the sole vendor capable of providing this critical enabling work.

To support the delivery of the 2023 Electric Vehicle Charging Program, Toronto Parking Authority is seeking authority to issue a Purchase Order in the amount of $1.0 Million, excluding Harmonized Sales Tax (HST) to Toronto Hydro Electrical Systems Limited to support Toronto Hydro Electrical Systems Limited’s provision of the necessary hydroelectrical upgrades required for Toronto Parking Authority’s 2023 and 2024 off-street Electric Vehicle charging program. The scope of work covered by a prior Purchase Order issued to Toronto Hydro Electrical Systems Limited in April of 2023 has proven to be more extensive than anticipated, Further authorities are therefore needed to provide a new Purchase Order that will allow Toronto Parking Authority to fully deliver its 2023 Off-Street Electric Vehicle Charging Program. 

Under Toronto Parking Authority Policy Resolution 5-10: Delegation of Authority, Toronto Parking Authority Board of Directors is required to provide authorization where the purchase of goods or services is proposed to be sole-sourced.
