Board Decision
The Board of Directors of the Toronto Parking Authority:
1. Authorized the President, Toronto Parking Authority to award the winter maintenance services contract for FM 2023-04 to Across Canada Construction Ltd., who, having submitted the lowest compliant bid and meeting all specifications in conformance with the Request for Quotation requirements, in the amount of $2,423,776.05 plus $1,256,656.90 as an optional year, being the sum total of $3,680,432.95 excluding Harmonized Sales Tax.

As part of its vision to become the world’s best provider of sustainable parking, bike share, and last-mile mobility experiences, Management remains focused on executing the fundamentals with excellence each and every day. To meet the challenges of the winter months and ensure the safety of our staff and customers at our off-street facilities, the Toronto Parking Authority is seeking Board approval for a new Winter Maintenance Services Contract. These services include snow clearing, snow removal, and salting of off-street parking facilities that are critical to delivering on our promise to our customers.
On May 25, 2023 the Toronto Parking Authority issued a Request for Quotation. Two (2) compliant bids were received upon tender closed on June 15, 2023.
Based on the submission of a compliant bid, the bid price, ability to provide required services and the conformance to tender requirements, Toronto Parking Authority is recommending that the contract of work for FM 2023-04 Winter Maintenance be awarded to Across Canada Construction Ltd. (ACC) for $2,423,776.05 plus $1,256,656.90 as an optional year, being the sum total of $3,680,432.95 excluding Harmonized Sales Tax (HST).
The Winter Maintenance Services are scheduled to start in November 2023 to May 2025 plus an optional one year (2026). This award reflects a reduction in costs of 3.2 percent from 2022/2023 winter maintenance expenses while maintaining current service standards.
