The Board of Directors of the Toronto Parking Authority:

 

1. Authorized the President, Toronto Parking Authority, to negotiate, enter into and execute Vendor of Record Agreements with the vendors listed in Recommendation 1 in the report (July 4, 2023) from the President, Toronto Parking Authority, to provide Parking Access Revenue Control Systems and Technology Services, on an as required basis, and the term of the Agreement will be for three (3) years from the commencement date.

Summary

The purpose of this paper is to seek Board approval for Management's request to secure vendors of record to support the modernization of Toronto Parking Authority's Off-street gated parking facilities. Consistent with our Strategic Framework and 2023 Annual Operating Plan, the Toronto Parking Authority is upgrading its parking equipment infrastructure to elevate customer experience, improve capabilities to serve both B2C and B2B channels, maximize productivity, and improve resiliency. These proposed investments described herein are included in the approved 2023-2025 Capital Plan. 

    

On May 24, 2023, the Toronto Parking Authority issued a Request for Prequalification through MERX for Parking Access Revenue Control Systems in four (4) distinct categories: Camera- Based Revenue Control Technologies; Gated Revenue Control Technologies; Multi-Space Meter Revenue Control Technologies; and Digital Payment and Resellers.  

 

As part of a comprehensive review of the proposals received, Toronto Parking Authority's Bid Evaluation Committee identified a number of vendors that are recommended to be included in the Parking Access Revenue Control Systems Vendor of Record Agreement. Throughout the duration of the Vendor of Record arrangement, Toronto Parking Authority will be able to acquire products and services from the vendors listed in the Vendor of Record according to the specific requirements of each project. Where appropriate, a Request for Service will be issued and a secondary evaluation of the Request for Service responses will be conducted by the Toronto Parking Authority.
