1. Enacted the parking by-law amendments to convert existing on-street paid parking locations to Mobile Only Zones, as set out in Attachments 2 and 3, to the report (October 27, 2023) from the Director, Policy and Innovation, Transportation Services.

Summary

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

 

At its meeting of October 11 and 12, 2023, City Council approved a pilot project of up to twelve (12) months at on-street paid parking locations to allow Mobile Only Zones (MOZs) to allow customers who are paying for On-Street paid parking to do so through the Green P App, text to pay options, or by scanning a QR code to complete paid parking transactions.

 

As part of City Council's approval, it was identified that thirteen (13) on-street paid parking locations across the City of Toronto be selected for Mobile Only Zones based on the following criteria:

 

- High mobile utilization within that specific area or location (greater than 70 percent utilization),

- Low number of parking stalls at minimum five (5) or less parking stalls per one (1) Pay and Display (P&D) parking machine,

- Locations containing legacy single space meters which have reached the end of their serviceable life, or

- Located in the downtown core for prototype purposes (learning opportunities in a busier environment).

 

The Toronto Parking Authority (TPA) staff will monitor the operation of five (5) Mobile Only Zones in the North York area throughout the pilot duration to determine the success against key performance indicators.

 

This report seeks amendments to Toronto Municipal Code Chapter 910, Parking Machines, Parking Meters and Mobile Only Zones (Schedule I and Schedule V) and Chapter 950, Traffic and Parking to convert five (5) on-street paid parking locations located in Ward 8; four (4) locations which are currently operated by Pay and Display (P&D) machines and one (1) location currently operated by a Single-Space Meters to be included in the Mobile Only Zones pilot. The remaining eight (8) Mobile Only Zone pilot locations are located in Toronto and East York and will be addressed in a separate report to Toronto and East York Community Council.
