North York Community Council:

1. Amended the existing maximum one-hour parking regulation in effect from 8:00 a.m. to 6:00 p.m. on the north side of St. Clements Avenue, between Duplex Avenue and a point 84 metres east, to be in effect from 9:00 a.m. to 2:30 p.m., Monday to Friday and 8:00 a.m. to 6:00 p.m., Saturday and Sunday.

2. Authorized parking for a maximum period of 10 minutes from 7:30 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m., Monday to Friday, on the north side of St. Clements Avenue, between Duplex Avenue and a point 84 metres east.

St. Clements school (450 Students Grades 1-12) and Upper Yonge Daycare (59 infants - 4 years old) have long experienced challenges with drivers dropping off and picking up children along St. Clements Ave.  A new school will open in September 2023 at the corner of Yonge St. and St. Clements Ave. with an enrolment of approximately 70 elementary students further adding to the congestion and complicating a safe pedestrian environment for young students and toddlers.

The proposed changes to the parking regulations on the north side of St. Clements Ave will create greater turnover of parked vehicles during peak pick-up and drop-off times easing congestion and facilitating the school and daycare pick-up and drop-off plans.

A one hour parking limit at other times will allow local residents and visitors to conveniently park and shop at local businesses. These parking changes also address the fact that Yonge Street cannot be safely used for drop off and pick-up at the new school during peak periods because there is no lay-by resulting in obstructed lanes along the major artery of Yonge Street. In the interest of having a plan in place for the commencement of the new school year in September but having missed the submission deadline for a staff report, Transportation Services has conducted a review of the site and provided my office advice for the following changes.
