Panel Decision

The Nominating Panel - Dangerous Dog Review Tribunal recommends that:  

 

1. City Council appoint the following candidate to the Dangerous Dog Review Tribunal, who will serve as Chair, for a term of office ending on November 14, 2026, and until a successor is appointed:

 

- Tracey Hamilton

 

 2. City Council appoint the following candidates to the Dangerous Dog Review Tribunal who will serve as public members, for a term of office ending on November 14, 2026, and until successors are appointed:

 

- Ron Balinsky

- Hayley Glaholt

- Emile Ramlochan

- Randy Yuen

 

3. City Council direct that the balance of Confidential Attachment 1 and Confidential Attachments 2 to 4 to the revised report (March 14, 2023) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Dangerous Dog Review Tribunal.

Candidates' biographies:

 

Ron Balinsky

 

Ron was born and raised in Montreal where he graduated from McGill University with a BCL in 1976 and an LLB in 1977. He moved to Toronto in 1977 and was called to the Bar in 1979. He practised law for a period of 40 years, with his focus being primarily in the areas of family law and creditor debtor litigation. He was a panel member for the Office of the Children's lawyer for over 20 years and retired in January 2020. He has been married to his wife Bonnie for 35 years and has 4 children and 5 grandchildren. He enjoys being with his family, music, reading, and watching the Jays and the Raptors on TV.

     

Hayley Glaholt

 

Dr. Glaholt is an Accredited Family Mediator and a Certified Ethnic and Religious Conflict Mediator, practicing in Toronto. Hayley earned a Ph.D. in Religion, Ethics, and Public Life from Northwestern University (2014), and a M.Sc. in Animals and Public Policy from Tufts University (2004). She is an experienced lecturer and educator specializing in family violence, and Dr. Glaholt is also the co-founder and Executive Director of SafePet Ontario.

 

Tracey Hamilton

 

Tracey L. Hamilton is passionate about community service and the City of Toronto. She is senior litigation counsel for an insurance company. Tracey brings more than 10 years of experience as either Chair or Member of various City of Toronto tribunals. She also mentors and is active in the advancement and empowerment of black youth.

 

Emile Ramlochan

 

Emile Ramlochan has lived in the City of Toronto for over 40 years where he has contributed as a dispute resolution and regulated health professional. Currently, he holds a Bachelor of Science (B.Sc.) degree from York University and is a graduate of Osgoode Hall Law School holding Master of Laws (L.L.M.) degrees in the fields of Alternative Dispute Resolution (ADR) and Health Law. He also holds a Qualified Mediator and Qualified Arbitrator designation from the ADR Institute of Canada.

 

Randy Yuen

 

Randy has a strong background and professional experience in investigations and adjudicative decision-making, and has had experience working in the field for the Ontario Society for the Prevention of Cruelty to Animals (OSPCA). He has been a resident of Toronto for numerous years and has had the pleasure and honour of serving on the inaugural Dangerous Dog Review Tribunal.
