City Council Decision

City Council on July 19 and 20, 2023, adopted the following:

 

1. City Council request the General Manager, Toronto Water, to review the feasibility of expanding the eligibility criteria of the Basement Flooding Protection Subsidy Program (the "Program") to include registered property owners of existing residential fourplexes within the City of Toronto, subject to meeting the other Program eligibility criteria, and to report back on the feasibility of same and any relevant considerations to the Infrastructure and Environment Committee by the end of 2023.

That Councillor Dianne Saxe be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:

 

Expanding the Basement Flooding Protection Subsidy Program Eligibility Criteria to Include Registered Owners of Existing Residential Fourplexes

 

Reason for Urgency:

 

This motion is urgent because the city is already issuing building permits for 4 unit dwellings as approved by Council in May, but the city’s current flood prevention program has not yet been updated to include such dwellings.

 

As the climate crisis worsens, it is urgent to have backflow preventers installed in as many homes as possible, since storms are increasing in intensity, and basement floods cost a homeowner, on average, $40,000 dollars, and can trigger a loss in insurance coverage.
