City Council Decision

City Council on June 14 and 15, 2023, adopted the following:

 

1. City Council direct the City Manager to conduct a review of the governance and operations model for Yonge-Dundas Square, including but not limited to considerations, such as publicly operating the Square in the same manner as Nathan Phillips Square, and to report back to City Council in the first quarter of 2024 with recommendations.


2. City Council request the Yonge-Dundas Square Board of Management to not enter into new external funding agreements that may affect or alter the governance or operations of Yonge-Dundas Square until the City Manager’s governance review has concluded.

Point of Order by Councillor Stephen Holyday

Councillor Holyday, rising on a Point of Order, stated that the Chief Financial Officer and Treasurer has attached a Financial Impact Statement to the Member Motion to the amount of $1.35 million - $1.7 million net. Councillor Holyday further stated that the motion does not identify a financial offset and would like Speaker Nunziata to rule on whether or not this was in order because as Council understood before, Councillors cannot bring motions to the floor without identifying a funding source.

Councillor Moise, rising on a Point of Order, stated that Item MM7.5 is asking for a review so he is not quite sure if there is any money attached to it at all.

Speaker Nunziata accepted the Points of Order and ruled that the Member Motion MM7.5 is in order.


Point of Privilege by Councillor Jaye Robinson

Councillor Robinson, rising on a Point of Privilege, stated that because only one Councillor spoke on this item, she finds it disrespectful to not allow other Members to voice their concern on a Member Motion that lacked data or evidence around it, and it deeply affects the music industry.

Speaker Nunziata accepted the Point of Privilege and ruled that Councillor Robinson's statement was not a Point of Privilege, and that Council took a recorded vote for calling the question on Item MM7.5 and it was carried, so that is why Council was voting on the motion.

Councillor Robinson, rising on a Point of Privilege, stated that she would like to know why Speaker Nunziata did not allow her the Point of Privilege.

Councillor Robinson, rising on a Point of Privilege, stated that it does not matter as she had a Point of Privilege and that it was her right to speak. Councillor Robinson further stated that Speaker Nunziata does not do that to other Members and as a member of Council she has a right to speak.
