Motions (City Council)
Councillor Matlow, rising on a Point of Order, stated that typically what he moved would be very common but today he understands it needs to go to the Budget meeting because the Mayor has already put forward his budget, due to the new "strong Mayor" legislation. Councillor Matlow asked if Council could hear from the City Solicitor as to why this is and how this has been impacted by the changes in legislation.
Wendy Walberg, City Solicitor, advised City Council that the legislation contemplates the Mayor preparing a proposed budget and sharing it with Members. It permits Council to amend that budget through a process and Council has scheduled a special meeting for that purpose next week, which is the appropriate place for any amendments to be addressed.
Councillor Matlow, rising on a Point of Order, requested to know if the legislation did not contemplate a situation where, at this moment, where there might be a Section 45 or a Section 37 moved, where there might be a genuine reason for urgency, and did it not contemplate Council's process, to allow—whether it be through Council or through delegation to the City Manager—to move the money to make it so.
Wendy Walberg, City Solicitor, advised City Council that it is her understanding that this is not an urgent matter and that the City Solicitor is unprepared to provide advice on a hypothetical situation.
Councillor Fletcher, rising on a Point of Order, stated that in the normal course of things, not in a budget cycle, a Member can move that; so in June, a Member can move this, outside it being a budget meeting.
