City Council Decision
City Council on December 13, 14 and 15, 2023, adopted the following:
1. City Council authorize the Deputy City Manager, Development and Growth Services, to negotiate and execute, on behalf of the City, a Contribution Agreement under the Housing Accelerator Fund (the "Contribution Agreement") and/or any related agreement(s) and amendments with the Canada Mortgage and Housing Corporation, the Government of Canada or any other federal entity necessary for the receipt and expenditure of funding under the Housing Accelerator Fund on the terms and conditions outlined in Confidential Attachment 1 to the report (December 12, 2023) from the Deputy City Manager, Development and Growth Services, and such other or amended terms and conditions as are satisfactory to the Deputy City Manager, Development and Growth Services, in consultation with the Executive Director, Housing Secretariat and the Chief Planner and Executive Director, City Planning, and in a form approved by the City Solicitor, subject to Canada Mortgage and Housing Corporation’s final approval of the City Housing Accelerator Fund application.
2. City Council approve receipt of the Housing Accelerator Fund program funds, in accordance with the terms and conditions of the Contribution Agreement and any related agreements, directives or program guidelines.
3. City Council approve the initiatives outlined in Attachment 2 to the report (December 12, 2023), from the Deputy City Manager, Development and Growth Services as submitted to the Canada Mortgage and Housing Corporation in the City’s application for the Housing Accelerator Fund, and the proposed enhancements to the City’s application outlined in Attachment 3 to the report (December 12, 2023) from the Deputy City Manager, Development and Growth Services, and City Council authorize the Mayor to submit the enhancements to the City’s application outlined in Attachment 3 to the report (December 12, 2023) from the Deputy City Manager, Development and Growth Services in response to the letter from the Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities.
4. City Council direct the Chief Financial Officer and Treasurer to establish a Housing Accelerator Reserve Fund and direct all funding received through the federal Housing Accelerator Fund program to the Housing Accelerator Reserve Fund to support the implementation of the City's action plan as approved by Canada Mortgage and Housing Corporation and/or all other initiatives/costs permitted under the Housing Accelerator Fund program, in each instance on terms satisfactory to the Chief Financial Officer and Treasurer, in consultation with the Deputy City Manager, Development and Growth Services and the Executive Director, Housing Secretariat, with funding towards eligible projects and initiatives allocated through the annual budget process.
5. City Council request the Deputy City Manager, Development and Growth Services, to consider the creation of a municipal Indigenous, non-profit and co-operative housing pre-development fund, to supplement existing Canada Mortgage and Housing Corporation’s funding programs, and provide support to qualified housing organizations working to assist the City, to deliver net new rent-geared-to-income, affordable and market rent controlled homes, and report to the January 30, 2024 Executive Committee meeting, on the potential sources of funding and the mechanism to deliver the pre-development funds.
6. City Council direct the Chief Planner and Executive Director, City Planning to report back in the second quarter 2024 on opportunities to permit more low-rise, multi-unit housing development through as-of-right zoning by-laws in neighbourhoods across Toronto, including permissions for four-storey multi-unit residential development, including multiplexes, and its potential to contribute to Toronto’s housing supply; and permissions for residential buildings with up to six dwelling units, and authorize the Mayor to submit these planned enhancements to the City’s application in response to the letter from the Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities.
7. City Council direct the Chief Planner and Executive Director, City Planning and the Chief Executive Officer, CreateTO to make publicly available the approved designs for the Missing Middle Pilot at 72 Amroth Avenue once the project has achieved all necessary planning approvals in an effort to encourage missing middle housing development, and authorize the Mayor to submit the planned enhancements to the City’s application in response to the letter from the Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities.
8. City Council direct the Chief Planner and Executive Director, City Planning to undertake a review of the “no net new shadow” policies within Secondary Plans and Site and Area Specific Policies as appropriate in order to unlock new housing opportunities and expedite, where possible, further amendments to the Mid-Rise Design Guidelines, including the angular plane requirements, and authorize the Mayor to submit these planned enhancements to the City’s application in response to the letter from the Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities.
9. City Council direct the Chief Planner and Executive Director, City Planning to report to the Planning and Housing Committee on the British Columbia legislative approach on transit oriented housing permissions (Bill 47) and its applicability to Toronto’s Major Transit Station Areas by second quarter of 2024.
10. City Council authorize the public release of Confidential Attachment 1 to the report (December 12, 2023) from the Deputy City Manager, Development and Growth Services, at the discretion of the Deputy City Manager, Development and Growth Services.

That Mayor Olivia Chow be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:
Federal Housing Accelerator Fund – Supporting Generational Transformation of Toronto’s Housing System
Reason for Urgency:
This Motion is urgent as City Council approval is required for the City to start receiving the anticipated funding beginning in the fourth quarter of 2023.
That:
1.
