City Council Decision

City Council on December 13, 14 and 15, 2023, adopted the following:

 

1. Despite the provisions of the City of Toronto Property Naming Policy, City Council rename the stadium at Centennial Park as the "Rob Ford Stadium".

 

2. City Council direct the Acting General Manager, Parks, Forestry and Recreation to undertake the necessary design and installation of replacement facility and wayfinding signage, waiving the provisions of the City of Toronto Property Naming Policy.

That:

 

1. City Council direct the General Manager, Economic Development and Culture, in consultation with the Acting General Manager, Parks, Forestry and Recreation, to conduct a review of renaming the stadium at Centennial Park as the "Rob Ford Stadium" in accordance with the City of Toronto Naming Policy, including the Technical and Guiding Principles Review, and report back to the Executive Committee by the third quarter of 2024.

 

2. City Council direct the General Manager, Economic Development and Culture, in consultation with the Acting General Manager, Parks, Forestry and Recreation and the local Ward Councillor, to conduct public engagement to meet the criteria “2. Be supported by communities through meaningful engagement” in accordance with the City of Toronto Guiding Principles for Commemoration, as part of the report to the Executive Committee by the third quarter of 2024.

Point of Privilege by Councillor Paul Ainslie

Councillor Ainslie, rising on a Point of Privilege, stated that Councillor Perruzza turned to him and said “I'm gonna call the question” and made an obscene gesture at him. Councillor Ainslie stated that Councillor Perruzza had been chirping at him since the second day of Council when Councillor Ainslie asked Councillor Perruzza to apologize to the Speaker, and that he has had enough of it. Councillor Ainslie further stated that when he asked Councillor Perruzza if he had just made obscene gesture at Councillor Ainslie, Councillor Perruzza responded with “Yeah. What's it to you?”

Point of Privilege by Councillor Anthony Perruzza

Councillor Perruzza, rising on a Point of Privilege, stated that he did tell the Councillor that he was going to call the question, but he would never call the question, and the Speaker knows he would never support calling the question, that he’s never voted for calling the question. Councillor Perruzza further stated that if Councillor Ainslie took offense to his turning towards him with his arm straight out, he apologizes for that.

Councillor Perruzza, rising on a Point of Privilege, stated that he apologized for sticking out his arm at him. Councillor Perruzza stated that he’s describing what he did and he’s apologizing for it, and what kind of apology did the Speaker want?

Councillor Perruzza, rising on a Point of Privilege, stated that why doesn’t the Speaker write down the words, and he’ll say those words.

Speaker Nunziata accepted the Point of Privilege and ruled that she was tired of Councillor Perruzza’s behaviour.


Point of Privilege by Councillor Paul Ainslie

Councillor Ainslie, rising on a Point of Privilege, stated that to clarify for Councillor Perruzza and the rest of this Chamber the Point of Privilege that he stood on is that Councillor Perruzza had turned to him and said, I'm calling the question, then he made an obscene gesture at him—a gesture that where he grew up in is an obscene gesture. Councillor Ainslie further stated Councillor Perruzza did not just stick his arm out at him, and he was asking for an apology.

 

Councillor Perruzza apologized.
